Raymond R. Parmer, Jr.

Director, Office of International Affairs, Raymond R. Parmer, Jr. Raymond R. Parmer, Jr. is the director for the ICE Office of International Affairs. With approximately 54 offices in 42 countries, it is presently the largest international component within the Department of Homeland Security.

Mr. Parmer has over 20 years of law enforcement experience and has served in a variety of key ICE management positions. Mr. Parmer previously served as the deputy director for the ICE Office of Investigations, the largest investigative arm in DHS.

His international experience includes a tour as the attaché for the Netherlands, Belgium, and Luxembourg. Before joining ICE, he was a special agent and supervisory special agent in a number of U.S. Customs Service, Office of Investigations, field and headquarters offices, including serving as the assistant director of Operation Green Quest, a highly successful U.S. Department of Treasury-led, multi-agency task force that was established immediately after the terrorist attacks of Sept. 11, 2001, to address the threat of terrorist financing.

Mr. Parmer holds a Master of Science degree in criminal justice management from the University of Southern Mississippi and a Bachelor of Arts degree in criminal justice administration from the University of South Alabama.
