Solicitation for Grant Applications - National Technical Assistance, Policy, and Research Center for Employers on Employment of People with Disabilities.

The U.S. Department of Labor’s Office of Disability Employment Policy announces the availability of up to $1.6 million to fund a National Technical Assistance, Policy, and Research Center for Employers on the Employment of People with Disabilities. Under this cooperative agreement, the Center will conduct research, assist in the development and promotion of employer-focused policy, disseminate information, and provide technical assistance to a wide range of employers and employer organizations on the recruitment, hiring, retention, and advancement of people with disabilities. There will be an initial 12-month period of performance, and the possibility of up to four additional option years of funding at the discretion of the Department depending on the availability of funds and satisfactory performance.

To be considered for an award, the consortium applying for the grant must have representation from a public/private non-profit or for-profit organization, an educational institution, and a national organization serving a network of employers or employer organizations with demonstrated experience in facilitating a business to business dialogue with employers on the business case for employing people with disabilities.

Applications must be received by 5:00 PM Eastern Time, September 10, 2009.

July 2009 Disability Employment Statistics Released

In July 2009, the percentage of people with disabilities in the labor force was 23.0 compared with 71.8 for persons with no disability. The unemployment rate for those with disabilities was 15.1 percent, compared with 9.5 percent for persons with no disability, not seasonally adjusted.

New Brochure Released: Employer Perspectives on Employment of People with Disabilities

In the first survey of its magnitude, 3,797 businesses representing 2.4 million companies, across 12 industry sectors and various company sizes, reported on their beliefs about and strategies for recruiting, hiring, retaining and advancing employees with disabilities.

The print version of Employer Perspectives on Employment of People with Disabilities will be available soon. In the meantime, an online version is available in Word or PDF


Kathleen Martinez Confirmed as Assistant Secretary for Disability Employment Policy

On June 25, 2009, the Senate voted by unanimous consent to confirm Kathleen (Kathy) Martinez as Assistant Secretary for the Office of Disability Employment Policy. Blind since birth, Ms. Martinez comes to ODEP with a background as an internationally recognized disability rights leader specializing in employment, asset building, independent living, international development, diversity and gender issues.
