          SUBJECT:  Creation of a State and Local Program Management Division
                              

State Administrative Agencies (SAA) are encouraged to apply for Fiscal Year 2000/2001
domestic preparedness funding as soon as possible following notification by the Office for
Domestic Preparedness (ODP) that their state's Three-Year Domestic Preparedness Strategic
Plan has been approved.  Additionally, the Application Kit for Fiscal Year 2002 funding will be
forthcoming shortly.  ODP will ensure that it is provided to all SAAs as soon as it becomes
available, and encourages SAAs to apply for funding as soon as possible.

ODP is anxious to assist you in any way possible with your application for these critically
important funds.  To better support you in this endeavor, ODP has expanded its Grants
Management Branch in both staff and responsibility creating a new division the State and Local
Program Management Division (SLPMD) to serve as your primary contact point for this activity.
A list of SLPMD Program Managers and the state's they support is attached for your reference.
