DHS Announces Additional $260 Million in Supplemental Grants Funding

The Department of Homeland Security (DHS) released today supplemental Fiscal Year (FY) 2007 grant guidance and application kits for three grant programs: the Port Security Grant Program (PSGP), Transit Security Grant Program (TSGP), and Emergency Management Performance Grant (EMPG) Program. The supplemental announcement of $260 million is in addition to $567 million awarded from the regular FY 2007 appropriations for these programs, totaling roughly $827 million this fiscal year.

"State and local governments will benefit from this additional influx of federal dollars to enhance security measures at our ports and transits systems," said Homeland Security Secretary Michael Chertoff. "It will also assist emergency managers with even more tools to build on national preparedness goals."

The U.S. Troop Readiness, Veterans Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 (P.L. 110-28) provided an additional $110 million for the PSGP, $100 million for the TSGP, and $50 million for the EMPG.

Eligible applicants must apply for FY 2007 supplemental funding online at http://www.grants.gov. Grant guidance and eligibility criteria for the supplemental funds are also available online. Although dollar amounts to some areas have been determined, all applicants must still submit completed applications no later than 11:59 p.m. Eastern Standard Time, Aug. 29, 2007. As required by Congress, the department anticipates awarding supplemental grants by Sept. 30, 2007.

Port Security Grants

Eight port regions qualified for Tier I, or highest risk status, in FY 2007. Through this supplemental award, these ports will receive a combined total of $66 million, or roughly 60 percent of the $110 million available through supplemental PSGP funding. Seventeen port regions qualified for Tier II in FY 2007. Through this supplemental award, these ports will receive a combined total of $22 million, or roughly 20 percent of total supplemental PSGP funding.

This latest round of PSGP funding will support a strategic, area-wide focus around ports, providing funding for the development and implementation of port-wide risk management and mitigation activities, as well as continuity of operations plans for Tier I and II ports.

An additional $16.5 million will be made available for Tier III projects not funded under the initial FY07 PSGP award. DHS will also make available $5.5 million for Tier IV port areas to submit new project proposals specifically for Transportation Worker Identification Credential implementation or security training initiatives.

Specific supplemental funding allocations for Tier I PSGP areas are:

  • New York-New Jersey: $14.9 million
  • New Orleans: $9.5 million
  • Houston-Galveston: $8.6 million
  • Los Angeles-Long Beach: $8.1 million
  • Puget Sound (Seattle-Tacoma area): $6.7 million
  • Delaware Bay (Philadelphia, Wilmington, Del., and Southern New Jersey): $6.2 million
  • San Francisco Bay: $6.1 million
  • Sabine-Neches River (Port Arthur-Beaumont, Texas): $6.0 million

Transit Security Grants

Eight major urban areas qualified for Tier I, or highest risk status, in FY 2007. They will receive a combined total of $86.2 million, out of a total of $100 million, in additional TSGP funding available for rail and bus systems. Grant funding priorities include securing underground and underwater transit systems; protection of previously identified high risk and/or highest consequence systems; reducing the risks of improvised explosive devices and radiological, chemical and biological weapons; as well as training, exercises and public awareness campaigns.

Specific allocations from the supplemental funding for the Tier I TSGP major urban areas are:

  • New York-Connecticut-New Jersey: $37.2 million
  • National Capital Region: $11.1 million
  • Boston: $9.4 million
  • San Francisco Bay Area: $8.4 million
  • Chicago: $7.8 million
  • Philadelphia: $5.9 million
  • Greater Los Angeles: $4.3 million
  • Atlanta: $2.1 million

There will be some additional flexibility for Tier I cities to use a portion of their transit funds, with local matching funds, for operational work that addresses highest vulnerability counterterrorism risks.

Tier II transit agencies in 29 cities will be eligible to compete for awards totaling $8.7 million.

In addition, Amtrak will receive $5.1 million to enhance intercity passenger rail security initiatives that coordinate efforts with local and regional transit systems.

Emergency Management Performance Grants

State emergency management agencies use EMPG funding to enhance their emergency management capabilities, structure programs based on targeted needs and build capabilities for priorities outlined in the interim National Preparedness Goal.

Through the FY 2007 EMPG supplemental, $50 million has been allocated to 58 states and territories consistent with previous EMPG fiscal years. Pursuant to the Compact of Free Association, funds are also available for the Federated States of Micronesia and for the Republic of the Marshall Islands.
