INTRODUCTION

Shortly after South Africa's historic elections in 1994, the Republic of South Africa (RSA) set a course towards reconstruction and development. The commonality between the goals set by the government and the following sustainable development objectives of the United States Agency for International Development (USAID) facilitates partnership in many areas:

• broad based participation in political and economic life;
  
• rising living standards, reduced poverty, and broadly available social benefits for current and future generations;
  
• population growth which is within the economic and ecological capacity of the country and that permits maintenance of healthy and productive populations;
  
• responsible stewardship of the natural resource base; and
  
• economic growth and equity.
