To better serve the crime victim services field, OVC will use Grants.gov as its primary portal for processing discretionary grants and funding opportunities. Effective October 1, 2006, all applicants for competitive discretionary grants from OVC must apply through Grants.gov.

Exceptions. Existing or continuing discretionary grantees will continue to use OJP's Grants Management System (GMS) to apply for continuation funding. Additionally, formula grants will continue to be processed through GMS.

Special Note. Applicants will need to set up their organization's profile with the Central Contractor Registry (CCR) to apply through Grants.gov. Please note that the registration process will take several days to complete. Applicants should plan accordingly to meet grant deadlines.

Registration Steps

Grants.gov provides registration checklists and step-by-step instructions to guide you through the entire process, which requires that you take these steps BEFORE applying for grants.

  1. Register through the Central Contractor Registry (CCR).
  2. Register your organization representative to obtain a credential.
  3. Register at Grants.gov.

You must register your organization with the Central Contractor Registry (CCR)-the Federal database for conducting business with the U.S. Government. To do this, you will need:

  • A DUNS Number to register.
  • An E-Business Point of Contact (POC) for your organization who will authorize representatives at Grants.gov
  • An M-PIN to be used by the POC in the authorization process.
