Alliance Overview

The alliance will provide Tuscola Awareness for Contractors Safety Council (TACS) members and others with information, guidance and access to training resources that will help protect employees, particularly in reducing and preventing exposure to slips and falls, caught in or struck by hazards, burns, physical hazards, chemicals, and machinery hazards.

The Implementation Team Members included the Peoria OSHA office’s Compliance Assistance Specialist, Peggy Zweber and representatives from Tuscola Awareness for Contractors Safety Council.

II. Implementation Team Meetings

Peggy Zweber, Compliance Assistance Specialist, discussed with members of the Tuscola Awareness for Contractors Safety Council conducting two safety and health training sessions. The group agreed to develop two training sessions and made arrangements for facilities, promotion and presenters.

On March 10, 2008, Brian Bothast participated in a meeting with Holly Banta and Scott Sheltra to brainstorm ideas for the alliance. Brian developed some sample activities and products that could be used to improve the participant’s safety and health programs.


III. Activities and Products

Evaluation Period.

The evaluation period was from July 12, 2007 to September 15, 2008

Alliance Activity.

Two training sessions were organized for the participating contractors. OSHA Compliance Assistance Specialists Zweber and Bothast conducted the training.

On March 3, 2008, Peggy Zweber presented a training session on developing an effective safety and health program, OSHA’s national and local emphasis programs, causes of several work related fatalities, the new hexavalent chrome standard, and the enforcement guidelines for Portland cement.

On March 10, 2008, Brian Bothast presented a training session on developing an effective safety and health program, OSHA’s national and local emphasis programs, causes of several work related fatalities, the new hexavalent chrome standard, and the enforcement guidelines for Portland cement.

Alliance Products.

OSHA representatives provided participants with a safety and health program scorecard for evaluating their existing safety and health program and general handouts related to OSHA standards.


IV. Results

A. Impact of the Alliance activities and products

The Peoria Area OSHA Office was able to reach out to contract workers on a wide variety of safety and health topics. The activity increased the ability of participants to recognize hazards and develop suitable controls.

The Tuscola Awareness for Contractors Safety Council provided the publicity and facilities for the outreach sessions. OSHA’s participation allowed the Agency to reach effected workers that may have otherwise been unaware of significant hazards. The presentations focused on ensuring participants gained an understanding of the requirements for issues covered by local and national emphasis programs, improving safety and health programs and controlling hazards that have caused work related fatalities. At the sessions, OSHA representatives also answered questions on a variety of safety and health topics.

Total participation was 68.


V. Upcoming Milestones

In August 2008, Brian contacted the Co-chairman to set up a planning meeting in order to continue the alliance. On September 15, 2008, Brian was contacted by Holly Banta, Co-Chairman. She indicated they wanted to end the alliance. In a prior conversation Holly indicated that resources were short. The Peoria OSHA office Area Director agreed to end the alliance. The Alliance concluded on September 15, 2008.
