The Occupational Safety and Health Administration (OSHA) and the International Union of Painters and
Allied Trades (IUPAT) recognize the value of establishing a collaborative relationship to foster
safe and more healthful workplaces. OSHA and IUPAT hereby form an Alliance to provide IUPAT members,
including limited and non-English speakers and apprentices in the painting and allied trades with
information, guidance and access to training resources that will help them protect the health and
safety of IUPAT members by reducing and preventing exposure to painting and allied industry hazards.
The OSHA and IUPAT Alliance will focus on a number of areas including fall hazards, air
contaminants, hazardous materials, work related musculoskeletal disorders and personal protective
equipment.
In developing this Alliance, OSHA and IUPAT recognize that OSHA’s NJ On-Site Consultation Program is
an integral part of this Alliance and the OSHA national effort.
OSHA and IUPAT will work together to achieve the following training and education goals:
- Work with OSHA to provide expertise to develop painting and allied industry safety and health
training and education programs addressing fall hazards, air contaminants, hazardous materials, work
related musculoskeletal disorders and personal protective equipment and to provide expertise in
communicating such information to employers and employees in the industry.
- Deliver or arrange for the delivery of the OSHA 10 Hour General Industry and Construction courses
for IUPAT members, limited or non-English speakers and apprentices.
OSHA and IUPAT will work together to achieve the following outreach and communication goals:
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA’s and IUPAT’s web-sites) to
employers and employees in the industry.
- Speak, exhibit, or appear at IUPAT conferences, local meetings or other events such as the
Building Contractors Association Career Fair.
- Promote or encourage employers of IUPAT members to participate in OSHA’s cooperative programs such
as compliance assistance, the Voluntary Protection Program, the Consultation Program and its Safety
and Health Achievement Recognition Program.
- Share information among OSHA personnel and painting and allied industry safety and health
professionals regarding IUPAT best practices or effective approaches and publicize results through
IUPAT outreach and through OSHA or IUPAT’s developed materials, training programs, workshops,
seminars and lectures (or other applicable forum).
- Encourage IUPAT members, and in particular, bi-lingual members, to take the OSHA Train-the-Trainer
Courses for General Industry and Construction, or both, so that they can qualify to teach the IUPAT
members and others such as small business owners, limited or non-English speakers and apprentices.
OSHA and IUPAT will work together to achieve the following goals related to promoting
the national dialogue on workplace safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever IUPAT leaders address painting and allied industry groups and others such as local area
high school students.
- Develop and disseminate case studies and success stories illustrating the business and social
value of workplace safety and health and publicize their results in OSHA newsletters and other media
such as local newspapers.
- Convene or participate in forums, roundtable discussions or meetings on painting and allied
industry safety and health issues such as fall hazards, air contaminants, hazardous materials, work
related musculoskeletal disorders and personal protective equipment, to help forge innovative
solutions in the workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proven to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s product or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine procedures, and identify the roles and responsibilities of the participants. In
addition, they will meet at least three times per year to track and share information on activities
and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Signatories may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with
concurrence of signatories.
