This is a critical transition period for Honduras, which is moving from hurricane reconstruction to a fundamental transformation of its economic and political policies and institutions. This transformation is essential for Honduras to fully participate in the global economy and improve its chances to attract the trade and international investment it needs for sustained economic growth.

This country plan builds upon USAID’s comparative advantages to address Honduras’ critical development needs while directly supporting the objectives of the regional strategy. It is designed to achieve significant results with limited resources by emphasizing cross-cutting themes and linkages. Each team has carefully considered how their components contribute to the achievement of others, and how the activities will complement and reinforce the programs of other donors and the Government of Honduras – particularly the Poverty Reduction Strategy (PRS) which USAID was instrumental in helping the Government of Honduras develop.
