Evaluating the Safety Benefits of a Low Cost Driver Behavior Management System - Preliminary Results
FMCSA’s Research Division sponsored a study to evaluate the safety benefits of a low-cost driver behavior management system (DBMS) called DriveCam. The objective of this research was to provide an independent evaluation of the safety benefits of a commercially available low-cost DBMS in commercial motor vehicle operations. The DriveCam System integrates in-vehicle video, driving performance management software, and driver counseling to reduce poor driving and its resulting impacts and costs. This recently-completed study was conducted by the Virginia Tech Transportation Institute (VTTI). It involved two commercial vehicle carriers, one local/short haul and one long-haul operation and a total of 100 large trucks. Jeff Hickman, the research coordinator at VTTI for this study, will present the findings from it in this webinar. The results demonstrate that the DBMS, DriveCam, significantly reduced the mean rate of safety-related events per 10,000 miles traveled.

Weather and Commercial Motor Vehicle Safety
FMCSA's Analysis Division conducted a study to analyze how existing weather conditions affect commercial motor vehicle (CMV) safety and operations, and to investigate potential impacts of climate change on weather conditions. In this webinar, Environmental Protection Specialist Michael Johnsen will present an overview of the specific types of adverse weather conditions examined and how climate change may alter the distribution, frequency, duration and intensity of such weather events. It will further examine how an increase in severe storms could impact CMV practices and require responses in FMCSA regulatory enforcement.

Integrating Performance and Registration Information Systems Management (PRISM) and Commercial Vehicle Information Systems & Networks (CVISN)
The Commercial Vehicle Information Systems and Networks (CVISN) and Performance and Registration Information Systems Management (PRISM) programs are two FMCSA initiatives designed to improve commercial vehicle safety through the use of advanced technologies and up-to-date safety and credentialing data. The two programs share many of the same philosophies, share a common information systems architecture and also make use of similar data. While the two programs can be deployed separately, states can benefit from designing their CVISN and PRISM deployments simultaneously. In this webinar, Julie Lane of the FMCSA Technology Division will highlight proven and effective means of deploying CVISN and PRISM simultaneously and will discuss the benefits to States that do so.

Driver Distraction in Commercial Vehicle Operations - Preliminary Results
The purpose of this study was to investigate the impact of driver distraction in commercial motor vehicle (CMV) operations. To accomplish this, data from two large-scale naturalistic studies were combined creating a data set that included over 200 CMV drivers and seven trucking fleets operating at 16 locations, accounting for approximately 3 million miles of continuous driving. Naturalistic data collection involves the instrumentation of in-service trucks with kinematic sensors, video cameras, and other equipment. CMV drivers use these equipped trucks while they operate their normal revenue-producing runs. A total of 4,452 safety-critical events (i.e., crashes, near-crashes, crash-relevant conflicts, and unintended lane deviations) were identified in the data set, along with 19,888 baseline (non-event) epochs. Key findings were that highly complex tasks, including those involving the use of technology while driving, lead to a significant increase in risk. Eye glance analyses were also conducted to examine driver eye location while performing tasks while driving. Tasks associated with high odds ratios (increased risk) were also associated with high eyes off forward road times. Based on the results of the analyses, a number of recommendations are presented that may help address the issue of driver distraction in CMV operations.

CVISN—It's Not Just IRP and IFTA Anymore
In order to qualify for CVISN grants, States must develop an International Registration Plan (IRP) and both develop and sign an International Fuel Tax Agreement (IFTA). However, they are not bound by IRP and IFTA and there are other beneficial initiatives that States can implement beyond the basic CVISN requirements. These can include numerous other intrastate credentials, as well as electronic payment which is an optional functionality that is key to providing motor carriers with a completely electronic credentialing capability. Julie Lane of FMCSA’s Technology Division will present an overview of why some States chose to implement a particular alternate functionality, how they went about implementing it, and the results and benefits observed to date. Use of a Skid Pad for Training Truck Drivers: The Lewis-Clark State College Project
FMCSA issued a grant to fund the development of a driving track known as a skid pad at the Lewis-Clark State College (LCSC) North Lewiston Training Facility in Idaho. The recently-completed skid pad—a paved surface for exercising driving maneuvers involving skidding, jack knifing, and other forms of loss of control of a vehicle—provides a cost-effective facility for hands-on training in accident avoidance maneuvers. In this webinar, Phil Liggins, coordinator of the LCSC Motor Safety Training Center, will present details about the safety training for bus and commercial motor vehicle drivers that this facility offers through controlled “adverse” weather situations, including ice and rain, as well as faulty braking systems, tire blowouts and anti-skid equipment failure. This is the only training facility of its type in the Northwest.
