Guidance Bulletin Cites Labor Relations Case Law on Performance Management

The Labor-Management Relations Guidance Bulletin Labor Relations Case Law on Performance Management is a comprehensive summary of case law relating to performance management. It will help agency officials in carrying out their collective bargaining responsibilities when implementing the September 1995 changes in Governmentwide regulations on performance appraisal and awards.

The bulletin addresses issues such as performance elements and standards, higher level review, performance awards, reduction-in-force credits, within-grade increases, performance-based actions, and many other related topics.
