 Download PDF Download  Mr. Craig A. Bennett Craig Bennett is Director of the U. S. Coast Guard’s National Pollution Funds Center, located in Arlington, Virginia.  The National Pollution Funds Center is responsible for administering all aspects of the liability and compensation provisions of the Oil Pollution Act of 1990 including the management of the Oil Spill Liability Trust Fund.  The National Pollution Funds Center provides money for pollution response and damage compensation and also certifies the financial responsibility of vessels operating in U. S. waters.

Before his appointment to the Director position, Mr. Bennett served as Chief of the Financial Management Division of the National Pollution Funds Center, where he was responsible for administration of all financial programs and assets.  Prior to this Mr. Bennett served as an officer in the Coast Guard for over 22 years.  His assignments included Chief of the Human Resources Financial Management Division at Coast Guard Headquarters, Comptroller and then the Executive Officer at Training Center Petaluma, and Chief of the Financial Management Branch for the Thirteenth Coast Guard District.  Mr. Bennett served afloat as Commanding Officer of USCGC KATMAI BAY, Executive Officer of USCGC DURABLE and USCGC MOBILE BAY, and as a deck officer on USCGC NORTHWIND.  He was also a Watch Supervisor at Vessel Traffic Service Houston/Galveston.

Mr. Bennett is a 1982 graduate of the U. S. Coast Guard Academy where he received a Bachelor of Science degree in Management.  He received a Master of Business Administration degree from the University of Washington in 1992.  He is the 1997 Coast Guard Chief Financial Officer’s Award for Excellence recipient for significant contributions to the Coast Guard financial management program.  He is a Certified Government Financial Manager.
