| On the Cover | Hundreds of companies are making it possible for individuals and organizations to "offset" their greenhouse gas emissions by paying someone else to reduce theirs. But there’s a catch: To qualify as offsets, emissions cuts have to meet certain requirements—requirements that growing evidence suggests aren’t always met. This article (p. A62) describes the concept of the carbon offsets system and examines some of the implementation and regulation questions surrounding it.
