The Armed Forces Communications and Electronics Association (AFCEA) and the 853d Electronic
Systems Group (ELSG) are co-sponsoring the Fourteenth Communication, Navigation, and
Surveillance/Air Traffic Management (CNS/ATM) Conference on 8-11 June 2009 at the Renaissance
Orlando Resort at Sea World. The conference seeks to provide participants an understanding of
CNS/ATM requirements, policies and technologies aimed at improving airspace access and safety.
In addition, the conference provides a forum to share CNS/ATM expertise and improve DoD processes
for complying with CNS/ATM mandates.

ESC first established a very comprehensive process to address Organizational Conflict of Interest (OCI) issues in 2004 thanks to significant input from our industry partners. The present 2008 policy is linked here, and it requires a thorough analysis of potential OCI issues in order to avoid, neutralize, or mitigate OCI. Early involvement with our industry partners is a key element of the ESC OCI process, so please evaluate your potential OCI issues during the pre-proposal stage of the acquisition process.

ESC Strategic Technical Plan |
Strategic Technical Plan:
ESC’s mission includes developing, acquiring, modernizing, and integrating net-centric C2ISR and Combat Support capabilities. Executing this mission requires the collective technical guidance in ESC’s Strategic Technical Plan (STP), the Net-Centric Enterprise Solutions for Interoperability (NESI), and the AF Technical Implementation Architecture (TIA).
To support these efforts, ESC’s STP has been revised to define a set of high-level systems engineering strategies, which complement the DoD’s Net-Centric strategies, and provide engineering guidance to all ESC’s programs. All ESC programs will develop and implement a relevant set of the Net-Centric Strategies addressed in the STP, creating a consistent and comprehensive approach to integrating the C2ISR and Combat Support enterprise. In implementing these Net-Centric strategies, transition points may be tailored and are expected to vary from program to program based on acquisition timelines and technical factors.

Technical Implementation Architecture (TIA):
The Technical Implementation Architecture (TIA) initiative is focused on promoting convergence around infrastructure decisions made by Air Force programs.
The TIA objectives are to:
- Ensure consistency across C2 program acquisitions
- Provide pre-qualified software infrastructure products for the Air Force enterprise
- Provide a framework for identifying enterprise-driven specific solutions, when standards are insufficient or immature, but the enterprise needs a capability
- Provide a governance and management construct to efficiently and effectively evolve critical enterprise infrastructure.
In support of the first objective, re-usable enterprise level contract language was developed to be used by Air Force acquisition programs to establish consistency across the infrastructure they procure and build upon.
