Conflicts between noncommercial educational (NCE) FM applications for construction permit,
either between applications for new NCE stations or major change applications, will be
resolved on the basis of points assigned to each application. See
Subpart
K of the Commission's Rules, Sections 73.7000 through 73.7005.
In situations where mutually exclusive (conflicting) applications for permits to
construct new NCE stations serve different communities, the rules require the
Commission to make a threshold determination as to whether grant of any application
would further the fair, efficient, and equitable distribution of radio service
among the communities. See 47 U.S.C. Section 307(b). The documents listed below
represent the tentative selectee determinations that have been issued by the staff for
noncommercial educational FM radio broadcast stations, based on a Section 307(b)
preference.
Minor change applications submitted by licensed stations or permittees are not subject
to the point system, but instead are processed on a first-come / first served basis.
