Strategic Planning

Planning is "strategic" when it identifies long-term goals and the means of achieving them. PPI leads NOAA's strategic planning process through the development of two key documents: the NOAA Strategic Plan and The NOAA Annual Guidance Memorandum. By stating NOAA's ends and means, these documents define NOAA's strategic direction and form the basis for measuring agency performance.

NGSP Icon The Next Generation Strategic Plan (NGSP), to be completed in early 2010, will reexamine NOAA's long-term mission, vision, and top-level goals, as well as near-term, concrete objectives and strategies. Find out how you can participate in developing the NGSP by following this link.
NOAA Strategic Plan Icon The NOAA Strategic Plan sets the course for the agency and communicates strategy to NOAA employees, partners, and stakeholders. It establishes a long-term vision and goals, as well as short-term objectives and strategies, so NOAA can make wise investments and be accountable for its performance.
Annual Guidance Memo Icon The Annual Guidance Memorandum (AGM) refines NOAA's long-term strategy with annual priorities that address recent changes in NOAA's external context. It guides all subsequent programming, budgeting, and execution activities for the year and is the basis for annual strategic alignment across the agency.
Library Icon In addition to the planning documents listed above, PPI maintains a collection of corporate planning documents (both current and archived), strategic planning and performance management reference material, and other recommended literature on an online strategic planning library.
