The purpose of this Process Review and Measurement System (PR&MS) Guide is to drive continuous improvement in the Navy's Shore occupational safety and health program. A strong program protects the safety and health of our people and the public, helps ensure success in carrying out the Department of the
Navy's mission, and improves readiness.
This guide was developed to assist activities in understanding the PR&MS and how it's key process models -- Mishap Prevention,
Regulatory Compliance, Supervision, Training, and Customer-focused Support -- relate to safety
and health program implementation and compliance requirements. Application of the self-assessment tools presented in this guide will assist commands in identifying strengths and gaps in occupational safety and health programs and drive process improvements.
In developing this guide, the team coordinated with all levels of the shore-based Navy community, with representation and participation by the Naval Inspector General's office, Navy Bureau of Medicine and Surgery, Naval Sea Systems Command, Naval Education and Training Command, Naval Facilities Engineering Command, Naval Air Systems Command, and Commander Naval Installations. The team, working under the direction of the Navy and Marine Corps Shore Safety Committee, attempted to strike a balance by creating a user-friendly guide that meets the needs of both an activity level occupational safety and health program manager as well as Navy oversight authorities.
