Cumulative locality payments range from 13.86 percent (Rest of U.S.) to 34.35 percent (San Jose-San Francisco-Oakland, CA)

Foreign Service
(FO, FP)

Federal Wage System
(WG, WL, WS, etc.)

Under Section 142 of the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (Public Law 110-329, September 30, 2008), blue-collar Federal employees are entitled to receive pay adjustments in FY 2009 at least equal to the pay adjustments received by GS employees in the same location. The issuance of certain wage schedules will be delayed until after the President issues an Executive order on January 2009 pay adjustments and OPM issues guidance to agencies. Delayed FY 2009 wage schedules will be retroactive to their normal effective dates. FY 2008 wage schedules are available on the Department of Defense Web site at http://www.cpms.osd.mil/wage.

Senior Executive Service (ES)

Under current law, the maximum rates of basic pay for the Senior Executive Service (SES)-i.e., the rate for level II of the Executive Schedule for certified SES appraisal systems and the rate for level III of the Executive Schedule for noncertified SES appraisal systems-will be increased by 2.8 percent in January 2009, the same as the increase in the Executive Schedule. In addition, the minimum rate of the SES rate range will increase by 2.9 percent under current law, the same amount as the across-the-board GS pay increase authorized by current law.

Senior-Level (SL) and Scientific or Professional (ST) Positions

Note: beginning April 12, 2009, employees in senior-level and scientific or professional (SL/ST) positions will begin receiving pay under the provisions of a new system established under P.L. 110-372 and will no longer be eligible to receive locality pay.
