SIPS administers the Florence Agreement Program; concerning the duty-free import of scientific instruments and apparatus by qualified nonprofit institutions and the Insular Possessions Watch and Jewelry Program; regulating duty-free import of watches and watch movements assembled in U.S. insular possessions. SIPS also collects data on imports of articles for the handicapped under Annex E(ii) of the related Nairobi Protocol.
