COMMERCE FINDS UNFAIR DUMPING OF INNERSPRING UNITS FROM CHINA

WASHINGTON – The U.S. Department of Commerce today announced its affirmative final determination in the antidumping duty investigation of imports of uncovered innerspring units (innersprings) from China. Innersprings are used in the manufacture of innerspring mattresses.

“Dumping of innersprings in the United States places American producers at a disadvantage and creates an unfair playing field in the global market,” said Assistant Secretary for Import Administration David Spooner. “This Administration is committed to ensuring that our American manufacturers and workers benefit from strong and fair trading relationships by aggressively enforcing our trade remedy laws.”

The Chinese mandatory respondents, Foshan Jingxin Steel Wire & Spring Co., Ltd., and Jiangsu Soho International Group Holding Co., Ltd., both received dumping margins of 234.51 percent. Both respondents’ rates are based on adverse facts available as they failed to cooperate to the best of their ability in the investigation. In addition, seven Chinese respondents qualified for a separate rate of 164.75 percent. All other Chinese producers/exporters are subject to the China-wide rate of 234.51 percent.

As a result of this final determination, Commerce will instruct U.S. Customs and Border Protection to suspend liquidation of entries of subject merchandise and to collect a cash deposit or bond based on the final rates.

The merchandise covered by this investigation includes uncovered innerspring units composed of a series of individual metal springs joined together in sizes corresponding to the sizes of adult mattresses and units used in smaller constructions, such as cribs and youth mattresses.

The petitioner for this investigation is Leggett & Platt, Inc., of Carthage, MO. Dumping occurs when a foreign company sells a product in the United States at less than normal value.
