Voluntary Separation Incentive Payments

The Office of Personnel Management (OPM) is issuing interim regulations on voluntary separation incentive payments (i.e., ``buyouts''). These regulations implement the voluntary separation incentive payment provisions of the Homeland Security Act of 2002, Public Law 107-296, which apply to most executive branch agencies.

Debarments and Suspensions of Health Care Providers From the Federal Employees Health Benefits Program

The Office of Personnel Management (OPM) is amending its regulations regarding administrative sanctions of health care providers participating in the Federal Employees Health Benefits Program (FEHBP). These regulations implement the suspension and debarment provisions of section 2 of the Federal Employees Health Care Protection Act of 1998 (Pub. L. 105-266).
