August 31, 2000 Science and Technology (S&T) Reinvention Laboratory Personnel Demonstration Project, Department of the Army, Aviation Research, Development, and Engineering Center (AVRDEC) and Missile Research, Development, and Engineering Center (MRDEC): Notice of amendment of the AVRDEC and MRDEC demonstration project plans to merge the two separate demonstrations into one project. The resulting project is designated the S&T Reinvention Laboratory Personnel Demonstration Project at the U.S. Army Aviation & Missile Research, Development, and Engineering Center (AMCOM RDEC).
Both demonstration projects were approved on June 27, 1997 and implemented on September 28, 1997. The formation of the Army Aviation and Missile Command (AMCOM), a directed BRAC 95 action, took place on October 11, 1997. This BRAC action placed both demonstration projects under the organizational control of AMCOM. Army planning included the eventual merger of the MRDEC and AVRDEC after several years of operation. August 29, 2000 Science and Technology (S&am;T) Reinvention Laboratory Personnel Demonstration Project, Department of the Navy, Naval Sea Systems Command Warfare Centers: Notice of amendment of a demonstration project plan to establish a new category of positions designated as Senior Scientific Technical Manager (SSTM).
5 U.S.C. 4703 authorizes OPM to conduct demonstration projects that experiment with new and different personnel management concepts to determine whether such changes in personnel policy or procedures would result in improved Federal personnel management. Public Law 103-337, October 5, 1994, permits the Department of Defense (DoD), with the approval of OPM, to carry out personnel demonstration projects generally similar to the China Lake demonstration project at DoD S&am;T reinvention laboratories. The Office of Personnel Management is issuing final regulations to reflect three changes in law that are already effective. The final regulations clarify that back pay awards are subject to a 6-year statute of limitations unless a shorter statute of limitations period applies. They also reflect a change in the designation of holidays for certain Federal employees working overseas. Finally, they reflect an increase the maximum physicians' comparability allowance from $20,000 to $30,000 per year for employees who have served as a Government physician for more than 24 months. August 04, 2000 Proposed Collection; Comment Request for Review of a Revised Information Collection: Forms RI 20-7 and RI 30-3: Notice.
RI 20-7, Representative Payee Application, is used by the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS) to collect information from persons applying to be fiduciaries for annuitants or survivor annuitants who appear to be incapable of handling their own funds or for minor children. RI 30- 3, Information Necessary for a Competency Determination, collects medical information regarding the annuitant's competency for OPM's use in evaluating the annuitant's condition.
