2009-H1N1 Virus Update

Human cases of influenza A (2009-H1N1) virus infection have been identified in the United States. Human cases of the 2009-H1N1 virus infection also have been identified internationally. Investigations are ongoing to determine the source of the infection and whether additional people have been infected with swine influenza viruses.

The Center for Disease Control (CDC) is working very closely with officials in states where human cases of 2009-H1N1 have been identified, as well as with health officials in Mexico, Canada and the World Health Organization. This includes deploying staff domestically and internationally to provide guidance and technical support. CDC has activated its Emergency Operations Center to coordinate this investigation. The DoD is supporting the CDC through it’s worldwide laboratory surveillance network and other appropriate measures.

The Director of the Office of Personnel Management has issued a memorandum containing information and guidance regarding Volunteer Service Following Natural Disasters.

The Director of the Office of Personnel Management has released a memorandum including summary information and links to detailed descriptions of HR flexibilities on pay and leave benefits; telework; emergency hiring and Direct-Hire Authority, among others.

The Handbook on Pay and Leave Benefits for Federal Employees Affected by Severe Weather Emergencies or Other Emergency Situations has information on salary advances to employees ordered to evacuate for safety reasons; excused absence with pay; travel and subsistence payments; telework; and various pay contingencies.

PERSONNEL ACCOUNTABILITY

By memorandum dated October 21, 2008, The USD P&R has delegated authority to the Chairman of the Joint Chiefs of Staff to commence collection of disaster personnel accountability information from DoD Components upon the occurence of a natural or manmade disaster, as outlined in DoD Instruction 3001.02.

What can YOU do to Stay Healthy?

There are everyday actions people can take to stay healthy.

  • Cover your nose and mouth with a tissue when you       cough or sneeze. Throw the tissue in the trash       after you use it.
  • Wash your hands often with soap and water,       especially after you cough or sneeze. Alcohol-based       hands cleaners are also effective.
  • Avoid touching your eyes, nose or mouth. Germs       spread that way.
  • Try to avoid close contact with sick people.

  • Influenza is thought to spread mainly person-to-       person through coughing or sneezing of infected       people.
  • If you get sick, CDC recommends that you stay home       from work or school and limit contact with others to       keep from infecting them.
