Mortgagee Letter 2004-38 was issued as a reminder to mortgagees to be sensitive to the problems and needs of mortgagors who were seriously impacted by any Presidentially-declared disaster.

HUD Housing Notice 04-22, "Disaster Recovery Guidance by Multifamily Housing After a Presidentially-Declared Disaster," is intended to provide background and up-to-date guidance on HUD's policy and procedure regarding disaster recovery efforts by Multifamily Housing after a Presidentially-declared disaster. This Notice was issued to provide guidance to HUD Field Offices, owners, agents and residents. On September 9, 2005 HUD issued a Memorandum titled: "Multifamily Disaster Clarification of Notice H 04-22 and Additional Guidance." On October 28, 2005 HUD issued a Revised Memorandum that superseded the September 9, 2005 Memorandum in its entirety. On July 20, 2007 HUD issued a revised memorandum entitled "Additional Disaster Guidance for Properties Impacted by Presidentially Declared Disasters (PDD) Katrina and Rita" which supplements the guidance in the foregoing notices and memorandums.

When the President declares a disaster, HUD participants must check with the Federal Emergency Management Agency (FEMA) to learn which counties have been designated for disaster recovery and the corresponding declaration dates.

Individuals affected by a disaster may request disaster help by registering for assistance through FEMA's Individual Assistance Center.
