FY 2008 Performance and Accountability Report (PAR)
The FY 2008 PAR provides important financial and performance information
for the Department of the Interior. It is our principal publication
and report to Congress and the American people on our stewardship,
management, and leadership of the public funds entrusted to us. For
the twelfth straight year, the consolidated financial statements in
this report received a clean (unqualified) opinion from an independent auditing firm.
In FY 2008, DOI has one material weaknesses and completed the PAR in 45 days.

Government Performance and Results Act Strategic Plan
The Department's
FY2007 - FY2012 strategic plan is the linchpin that integrates DOI management.
The plan organizes the Department's goals and department-level performance
measures into four mission areas, with bureau inputs, outputs, and actions linked
to these measures. Bureau plans tier from this cohesive framework.
Emergency Actions and NEPA
The Council of Environmental Quality (CEQ) has issued
guidance for Emergency Actions and the National
Environmental Policy Act (NEPA). This guidance is specific to
emergency actions related to Hurricane Katrina and highlights
several points, including reporting requirements for oil and
chemical spills, projected long-term recovery efforts, and
information on how agencies can respond to emergencies and comply
with NEPA. Further guidance is provided by the Office of

Associated with Hurricane Katrina." Cooperating Agencies Policy Guidance - Initiating the NEPA
Process
The Departmental Manual (516 DM 2) was revised on June 21, 2005 to
provide further guidance to implement the president’s Executive
Order (EO 13352) on Facilitation of Cooperative Conservation. The
changes to Departmental procedures clarify the responsibility of
managers to offer cooperating agency status to eligible Federal,
State, tribal, and local government entities when a bureau prepares
an Environmental Impact Statement (EIS) under the National
Environmental Policy Act (NEPA). For additional information, please

Diverse Workforce
The Strategic Plan
for Achieving and Maintaining a Highly Skilled and Diverse Workforce
provides guidance to managers and supervisors on how to not only
improve diversity, but also build a workplace that respects,
appreciates and values individual differences and use those
differences to improve organizational performance, customer service
and workplace relations. The plan, a companion document to the
Strategic Human Capital Management Plan, will enable the Department
to make significant contributions toward achieving and maintaining a
highly skilled and diverse workforce.
National Fire Plan Performance Update
As the fourth year of the National Fire Plan implementation comes to a
close, success was once again realized in all key areas. The
National Fire Plan Performance Update describes how, under the
President's Healthy Forests Initiative and the Healthy Forests
Restoration Act, the Departments of Agriculture and Interior are
making progress to reduce the risks of catastrophic wildland fire.
