Unified Agenda of Federal Regulatory and Deregulatory Actions

The Unified Agenda of Federal Regulatory and Deregulatory Actions is a semiannual compilation of information about regulations under development by federal agencies, published in the spring and fall. Executive Order (EO) 12866 "Regulatory Planning and Review" as amended, and Office of Management and Budget memoranda implementing Section 4 of that Order establish minimum standards for agencies' agendas, including specific types of information for each entry. 

In addition, the Regulatory Flexibility Act requires that agencies publish semiannual "regulatory flexibility agendas" describing regulatory actions they are developing that will have significant effects on small businesses and other small entities (5 U.S.C. 602). The Unified Agenda helps agencies fulfill all of these requirements. All federal regulatory agencies have chosen to publish their regulatory agendas as part of this publication. The fall editions of the Unified Agenda include the agency regulatory plans required by EO 12866, which identify regulatory priorities and provide additional detail about the most important significant regulatory actions that agencies expect to take in the coming year.

Beginning with the fall 2007 edition, the principal means of disseminating the full Unified Agenda is the Internet rather than printing in the Federal Register.  Future printed editions will be limited to the agency regulatory flexibility agendas, which are required by statute to be printed, plus the entire Regulatory Plan.
