Budget Officer

The Office of the Director, National Center for Research Resources, National Institutes of Health, is seeking a Budget Officer to oversee the budget formulation and execution of important biomedical research programs. The NCRR appropriation for FY 2009 is over $1.2 billion. Additionally, NCRR is administering over $1.6 billion from the American Recovery and Reinvestment Act of 2009. The NCRR Budget Officer will oversee the work of subordinates, who are constantly devising new and/or revising existing financial management systems due to the dynamic, constantly changing funding environment of the NIH and the federal government. The NCRR Budget Officer formulates the Center's budget for the approaching budget year and participates with top managers of the Center in preparing financial data and information to be submitted in support of the Center's budget estimates.

The Office of Administrative Management, Office of Information Technologies (OIT), National Center for Research Resources, National Institutes of Health, is seeking a Supervisory Information Technology Specialist to serve as
Deputy Director of the OIT and a leader in the NIH IT community. The ideal candidates will have experience participating in the identification and resolution of Information Technology policy, management and technology issues; assisting in developing guidelines and standards; and providing leadership in implementation of Information Technology initiatives.
This vacancy — open to all U.S. citizens — is concurrently advertised under delegated examining (DE) procedures for U.S. citizens and Title 42 employees under announcement HHS/NIH-2009-1994 and merit promotion (MP) procedures for status candidates under announcement HHS/NIH-2009-1989.
