Shalala today announced the award of $2.8 million in matching grants to all 50 states to support federal and state partnerships that focus on rural health needs. The funds provided by these grants help maintain state offices of rural health, which in turn assist rural communities. In response to growing health care shortages in rural America, Congress authorized the state Office of Rural Health Grant Program in 1990 to provide matching grants for states to create and support offices of rural health. The program is administered by the Health Resources and Services Administration's Office of Rural Health Policy. Secretary Shalala said, "Rural communities are often on the front lines of the health care crisis in this country because they face shortages of providers and shortfalls in financing. The 50 state offices of rural health help link rural Americans to a wide range of state, federal and private-sector resources." Under the program, each office coordinates rural health activities statewide and provides communities with technical assistance to improve local health care services. In FY 1994, federal grants averaged $55,000 with each state matching approximately $100,000. Assistant Secretary for Health Philip R. Lee, M.D., director of the Public Health Service, said, "State offices of rural health will be increasingly important centers of information and technical assistance as we move toward health care reform, through which rural Americans will greatly benefit." HRSA is a Public Health Service agency within HHS.
