The links are no longer being updated. 1994.05.06 : Decline in Medicaid Spending Rate in FY 1993 CONTACT: HCFA Anne Verano Friday, May 6, 1994 (202) 690-6145 The rate of increase in Medicaid spending by the federal government and the states declined sharply to 11.5 percent in fiscal year 1993, from a 25 percent rise in FY 1992, the Health Care Financing Administration announced today. The rate of increase is also well below the 31 percent jump recorded for FY 1991 over FY 1990. HCFA estimates the number of people covered by Medicaid in FY 1993 rose 8.1 percent to about 33.4 million. Thus, per capita Medicaid expenditures grew less than 4 percent. In FY 1992, Medicaid coverage increased by 9.2 percent to 30.9 million individuals from the 28.3 million under the program in FY 1991. "These results show that various efforts to bring rapidly escalating Medicaid costs under control are beginning to have a strong impact," said HCFA Administrator Bruce C. Vladeck. The slowdown in Medicaid spending is due in part to the implementation of a 1991 federal law, Vladeck said. The law capped funds states have available to make to hospitals that treat a disproportionate share of poor patients. It also redefined which tax and donation arrangements would be permitted to increase state Medicaid budgets. "In addition, a stronger economy which is putting people back to work, a general slowdown in health care price inflation and greater use of managed care by the states, helped to slow growth in fiscal year 1993," Vladeck said. Medicaid pays for health care for certain groups of low-income Americans, mainly women, children, the elderly poor and the disabled. The program is administered by the states, with federal matching payments. Under Medicaid, states get matching payments ranging from 50 percent to 83 percent, depending on state per-capita income. This means the federal government pays a greater share of a poorer state's Medicaid expenses. HCFA is the federal agency which administers the Medicare and Medicaid programs that help pay the medical bills of 70 million Americans. HCFA's fiscal year 1994 budget amounts to nearly $250 billion.
