Shalala today named Carol W. Williams of Silver Spring, Md., as associate commissioner of the Children's Bureau in the HHS Administration for Children and Families. As associate commissioner, Williams will be responsible for the management and oversight of the ACF programs which focus on strengthening and supporting children and families; effectively enhancing state and local child welfare programs and services; and improving the quality and availability of child care services. "Carol Williams is a dedicated professional and a child welfare expert who brings HHS the benefit of extraordinary skills and commitment," said Secretary Shalala. "Her career experiences have given her a strong vision that prevention is key to helping families and communities. She will be invaluable to the work of the Children's Bureau and the administration's effort to assist children and families." Since 1990, Williams had served as a senior associate at the Center for the Study of Social Policy, Washington, D.C., where in the capacity of court-appointed monitor in a class action suit against the District of Columbia Department of Human Services, she assisted in the review and on-going monitoring of the District's child welfare program. Prior to that, she was director of the National Child Welfare Leadership Center, Chapel Hill, N.C., which provided management and executive development seminars to child welfare leaders from across the nation. She has been an assistant professor at the University of North Carolina at Chapel Hill; and at the University of California, Los Angeles, where she worked in the area of continuing education with local, state, and national child welfare agencies and professional organizations. "I look forward to working with Carol on behalf of America's children and families. She has the leadership experience we need to make a difference in the systems that serve children lacking families and families needing support," said Mary Jo Bane, assistant secretary for children and families. "Carol has the knowledge and the skill to lead the staff of the Children's Bureau and to ably administer its $4 billion annual budget." Williams has received numerous awards and fellowships and holds a doctorate and master's degree in social work from the School of Social Work, University of Southern California. She also holds a bachelor of arts degree from the University of California at Riverside.
