STATEMENT BY TOMMY G. THOMPSON

Regarding Senate Passage of Animal Drug User Fee Act (S.313)

I applaud the Senate for passage of the "Animal Drug User Fee Act of 2003," and I offer my special thanks to those who have guided this legislation, especially Chairman Judd Gregg, Ranking Member Edward Kennedy, and Senator John Ensign, who authored the bill.

This bill is based on the proven success of user fees in helping support the review process at HHS' Food and Drug Administration (FDA). Industry and consumers alike rely on a strong FDA, with review processes for medical products that are scientifically top-notch as well as timely and responsive. The user fee approach has proven to be an important asset in helping FDA achieve these goals.

In addition, the Senate has correctly recognized the importance of supporting FDA's activities in animal health. Our veterinarians need to have the best products available to them, and FDA's role is crucial for improved animal drugs just as it is for human products.

This legislation is an important priority for the administration. I look forward to working with the House of Representatives to put a bill before the President as soon as possible.
