Program Assessment Rating Tool

The purpose of the Program Assessment Rating Tool (PART) process is to assess the performance of every Federal program and hold agencies accountable for improvement. Developed by the U.S. Office of Management and Budget (OMB) and Federal agencies, the PART is a questionnaire used to evaluate a program’s purpose, design, planning, management, results, and accountability to determine its overall effectiveness. Individual program ratings are a core part of this process. Federal agencies and OMB work together to decide which programs will be reviewed each year using the PART.
