McCabe will be the Secretary's top advisor and departmental liaison on issues relating to state, local and tribal governments, and will guide the implementation of HHS intergovernmental policies and programs at the federal, regional and community levels. Additionally, McCabe will strengthen relationships with governors, state legislative leaders, city and county officials, and tribal representatives.

"Christopher McCabe brings to HHS a decade of political expertise at the state level," Secretary Thompson said. "His leadership will greatly benefit the department as we continue important work with partners, and implement HHS initiatives throughout the regions."

Since 1991, McCabe has represented roughly 105,000 constituents from Howard and Montgomery counties in Maryland, and was a 10-year veteran of the Senate Economic and Environmental Affairs Committee, including ranking member of the education subcommittee. While in office, McCabe authored statewide legislation to establish the Maryland Commission on Criminal Sentencing Policy, and worked to change adoption standards and sexual harassment policies at colleges and universities. He also served as spokesperson for the Howard County Senate Delegation on key legislative and fiscal issues.

Concurrent to his Senate appointment, McCabe was also a senior associate and director of development for the Johns Hopkins Medical Institutions (JHMI), managing up to 75 major gift prospects, resulting in awards of $20 million for institutional and clinical objectives. McCabe also successfully executed a $1.5 million endowment for an academic research professorship in the School of Medicine's Department of Obstetric and Gynecology.

Prior to joining JHMI, McCabe held executive contract and financial analysis positions at Space Communications Company and Exxon Research and Engineering Company.

McCabe holds numerous awards, including the 2001 Legislator of the Year Award from the National Republican Legislators Association, 2000 Maryland Social Services Administration Adoption Visionary Award, 2000 Howard County Department of Social Services Legislative Service Award, the 1997 Legislative Achievement Award from the Maryland Correctional Administrators Association, the 1996 Christian Life Award from Central Maryland Ecumenical Council, and the 1994 Humanitarian Award from Adoptions Together Inc.

In 1980, McCabe earned a master of business administration from Fairleigh Dickinson University in Madison, N.J., and a bachelor of business administration and finance in 1978 from the University of Notre Dame in Indiana.

McCabe will assume the position Dec. 31.
