MELISSA ROSE CHAPMAN NAMED HHS CHIEF INFORMATION OFFICER


HHS Secretary Tommy G. Thompson announced today that Melissa Rose Chapman will become the department's chief information officer (CIO), a position within the Office of the Assistant Secretary for Budget, Technology and Finance (ASBTF).

In her new role, Chapman will oversee the department's information technology resources, program systems and infrastructure. She will also be responsible for the development of enterprise architecture in compliance with the Office of Management and Budget's regulations and administration policy.

Specifically, Chapman will lead the initiative to implement Secretary Thompson's vision of managing HHS information technology at a department-wide "enterprise" level. One of the goals of this effort is to improve the quality and reliability of the HHS information technology (IT) infrastructure and to reduce costs, in part through integration and consolidation of common administrative systems.

As CIO, Chapman will provide leadership and direction for HHS investments in e-government projects and IT infrastructure services. The fiscal year 2003 budget request projects $2 billion in spending for information technology systems at HHS.

"Melissa Chapman's level of skill and expertise make her an excellent choice for chief information officer," Secretary Thompson said. "She has led major innovations at the Food and Drug Administration, and we are pleased that she will continue to make contributions at HHS."

Prior to her new appointment, Chapman was a career executive with the Food and Drug Administration (FDA), most recently holding the position of acting chief information officer. Within this role, Chapman reported directly to the senior associate commissioner of the FDA and had oversight for more than $200 million in IT expenditures.

For the past 11 years, Chapman has held progressively responsible senior management positions at FDA's Center for Drug Evaluation Research, Center for Biologic Evaluation and Research, and in the Office of the Commissioner. Some of her most recent projects include leading an IT team in planning for the reauthorization of the Prescription Drug User Fee Act and spearheading the development of FDA e-commerce systems through the electronic review of drug applications.

Chapman graduated from Virginia Polytechnic Institute and State University in 1989 with a bachelor's degree in aerospace engineering.
