The FY 2003 Performance and
Accountability Report is the second year that the Department has combined its
performance and accountability reports, as called for by the Reports
Consolidation Act of 2000. In assessing performance, the Department is
comparing actual results against targets and goals established in our annual
performance plan, which we developed to help us carry out our strategic plan. The
consolidated financial statements included in this report achieved an unqualified
opinion for a seventh straight year.
