November 30, 1998: Authorization of Solicitations During the Combined Federal
Campaign; Interim Rule
- The Office of Personnel Management is issuing an interim
rule giving the Director the discretion to authorize solicitations upon
written request during the Combined Federal Campaign (CFC). In
extraordinary circumstances, solicitations in support of victims in

November 24, 1998: Miscellaneous Changes in Compensation Regulations; Proposed Rule
- The Office of Personnel Management is issuing proposed
regulations to correct or clarify various regulatory provisions dealing
with the compensation of Federal employees. Many of the proposed
changes were prompted by questions and comments from users of the
regulations. The proposed regulations are intended to assist agencies
in administering compensation programs and to provide clearer

November 23, 1998: Firefighter Pay; Interim Rule
- The Office of Personnel Management is issuing interim
regulations to change the method of computing pay for Federal
firefighters. These regulations implement a recent law that established
a new approach for calculating basic pay, overtime pay, and other
entitlements for Federal employees whose positions are classified in
the GS-081 classification series (Fire Protection and Prevention) and

November 18, 1998: Temporary and Term Employment; Proposed Rule
- The Office of Personnel Management proposes to revise
its regulations to provide the possibility for promotion of employees
appointed as worker-trainees under TAPER appointments through grade GS-

November 16, 1998: Prevailing Rate Systems; Redefinition of Philadelphia, PA, and
New York, NY, Appropriated Fund Wage Areas; Final Rule
- The Office of Personnel Management is issuing a final
rule to redefine Ocean County, NJ, excluding the portion occupied by
the Fort Dix Military Reservation, from the area of application of the
Philadelphia, PA, appropriated fund Federal Wage System (FWS) wage area
to the area of application of the New York, NY, wage area. This change
is being made so that the wage area definition of Ocean County will be
more reflective of the transportation and commuting patterns in central

November 13, 1998: New Application Procedures for Federal Jobs (Automated Resume
Processing); Notice
- Announces approval for Federal agencies to restrict the application accepted for employment consideration to a resume only when applications will be processed using automation. Beginning on November 13, 1998, agencies may continue to accept the Optional Application for Federal Employment (OF-612), resumes, or other written formats when considering applicants for Federal employment; or
agencies may choose to restrict application format to the resume when

November 13, 1998: Cost-of-Living Allowances (Nonforeign Areas); Kauai, HI; U.S.
Virgin Islands; Final Rule; Correction.
- Corrects the implementation date shown in the October 21, 1998, publication of this rule, which covers cost-of-living
allowance rates for certain Federal employees in Kauai, HI, and the

November 6, 1998: Employment in the Senior Executive Service; Promotion and Internal Placement; Final Regulations
- The Office of Personnel Management is issuing final
regulations that adopt without change interim regulations that
corrected previous regulations which were inconsistent with statutory
provisions that govern the 120-day moratorium on involuntary
reassignments of career Senior Executive Service (SES) appointees
following the appointment of a new agency head or a new noncareer
immediate supervisor. These regulations also authorize agencies to
reinstate SES career appointees who have competitive service
reinstatement eligibility to career appointments in competitive service
positions for which they qualify, including Senior Level (SL)

November 4, 1998:
Federal Employees Health Benefits Program: Disenrollment; Final Rule
- The Office of Personnel Management is issuing final
regulations that are consistent with existing administrative procedures
requiring employing offices to provide information about enrollees in
the Federal Employees Health Benefits (FEHB) Program to the carriers of
the FEHB plans in which they are enrolled. Carriers are also required
to use the information provided by employing offices to reconcile their

November 3, 1998: Proposed Collection; Comment Request for Review of Data Collection Forms
- Announces that the Office of Personnel
Management (OPM) intends to submit to the Office of Management and
Budget a request for review of an information collection. The
Establishment Information Form, the Wage Data Collection Form, and the
Wage Data Collection Continuation Form are wage survey forms developed
by OPM for use by the Department of Defense to establish prevailing

November 2, 1998: Prevailing Rate Systems; Lead Agency Responsibility; Proposed Rule
- The Office of Personnel Management is issuing a proposed
rule that would change the lead agency responsibility for certain
Federal Wage System (FWS) appropriated fund wage areas from the
Department of Veterans Affairs (VA) to the Department of Defense (DOD).
VA has requested that OPM designate DOD as the lead agency in
all of the wage areas where VA currently has lead agency
responsibility. This change would make DOD the lead agency in all FWS
