Federal Employees Health Benefits Acquisition Regulation
Filing Health Benefit Claims; Addition of Contract Clause
- The Office of Personnel Management (OPM) is issuing
interim regulations to add a new contract clause of the
Federal Employees Health Benefits Acquisition Regulation
(FEHBAR). The clause clarifies for both FEHB carriers and
covered individuals the circumstances under which OPM may
render a decision regarding a covered individual who asks
OPM to review a health benefits plan's denial of a claim
if the plan has either affirmed its denial when the
covered individual requested reconsideration, or failed
to respond to the covered individual's request for
reconsideration as provided by OPM's regulations.

- March 29, 1995:
Federal Employees Health Benefits Program: Filing Claims;
Disputed Claims Procedures and Court Actions
- The Office of Personnel Management (OPM) is issuing
interim regulations to revise the requirement that legal
actions to recover on a claim under the Federal Employees
Health Benefits (FEHB) Program should be brought against
the health benefits carrier rather than OPM, and to
clarify the procedures for filing claims for payment or
service under the FEHB Program.

Federal Employees Health Benefits Program; HMO Plan
Applications
- The Office of Personnel Management (OPM) is issuing
proposed regulations that would clarify the policy under
which it invites applications from comprehensive medical
plans (HMO's) to participate in the Federal Employees
Health Benefits (FEHB) Program. This clarification is
necessary in order to ensure that OPM and the HMO's are
providing the best possible service to FEHB enrollees.

Notice of Request for Expedited Review of Employment
Information Customer Service Survey
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for clearance of a new information collection.
The Employment Information Customer Service Survey
authorized by Executive Order 12862, will be used to
determine the job seeking public's level of satisfaction
with OPM's service.

Notice of Request for Reclearance of an Information
Collection for Comprehensive Medical Plans
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for reclearance of an information collection.
Comprehensive Medical Plans: Applications to Participate
in Federal Employees Health Benefits (FEHB) Program and
Contractor Records Retention is used by OPM to determine
if Comprehensive Medical Plans applying for participation
in the Federal Employees Health Benefits Program meet the
requirements for participation.

Prevailing Rate Systems; Abolishment of Clinton, NY,
Nonappropriated Fund Wage Area
- The Office of Personnel Management is issuing interim
regulations to abolish the Clinton, NY, nonappropriated
fund (NAF) Federal Wage System (FWS) wage area and add
Clinton County, NY, as an area of application to the
Oneida, NY, NAF wage area for pay-setting purposes. No
employee's wage rate will be reduced as a result of this
change.

- March 16, 1995:
Termination of Survivor Annuity Entitlement Based on
Remarriage Before Age 55
- The Office of Personnel Management (OPM) is issuing final
regulations concerning survivor annuity entitlement under
the Civil Service Retirement System and Federal Employees
Retirement System. The regulations facilitate
qualification for a current spouse survivor annuity in
certain cases involving a former spouse's remarriage to a
retiree.

- March 14, 1995:
Suitability, Personnel Security and Related Programs,
Investigations, and Suitability Disqualification Actions
- The Office of Personnel Management (OPM) is adopting as
final an interim rule that revoked the section of its
interim regulations that established the OPM Review Panel
(5 CFR Part 731, subpart E), and issued a new subpart E
that spells out procedures for appealing adverse
suitability determinations to the Merit Systems
Protection Board.

Federal Employees Health Benefits Program; Invitation for
Applications and Benefits Change Proposals
- Notice is hereby given that the Office of Personnel
Management (OPM) will consider new applications from
HMO's for the FEHB Program contract year beginning
January 1, 1996. OPM will also consider benefits change
proposals from plans currently in the FEHB Program.

- March 10, 1995:
Federal Employees Retirement System--Computation of the
Basic Employee Death Benefit for Customer Officers
- The Office of Personnel Management (OPM) is issuing final
regulations concerning the use of overtime and premium
pay in determining the final annual rate of basic pay of
customs officers under the Federal Employees Retirement
System (FERS). These regulations establish the
methodology (similar to the one that OPM uses for other
flexible schedule employees) that the employing agency
will use to compute customs officers' "final annual
rate of basic pay'' for determining FERS "basic
employee death benefit.''

- March 10, 1995:
Commercial Garnishment of Federal Employees' Pay
- The Office of Personnel management (OPM) is finalizing
its interim regulations for processing garnishment
actions affecting Federal employees' pay for commercial
indebtednesses and tax obligations due to State and local
governments. This part provides procedures and guidance
for Executive Branch agencies of the Federal Government,
not including the Postal Service or the Postal Rate
Commission, to process commercial garnishment orders
affecting the pay of civilian employees.

Notice of Request for Reclearance of Form SF 2800
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for reclearance of an information collection.
Form SF 2800, Application for Death Benefits Under the
Civil Service Retirement [[Page 13190]] System, is used
to collect information so that OPM can pay death benefits
to the survivors of federal employees and annuitants.

Notice of Request for Expedited Review of Revised Form RI
10-72
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for expedited review of a revised information
collection. Form RI 10-72, Client Satisfaction Survey, is
used to determine how well the Office of Personnel
Management has served federal civil service annuitants
and survivor annuitants.

- March 7, 1995:
Prevailing Rate Systems; Redefinition of
Scranton-Wilkes-Barre, PA;
Harrisburg, PA; Washington, DC; and Waco, TX, Wage Areas
- The Office of Personnel Management is issuing a final
rule to remove Schuylkill County, PA, from
the Scranton-Wilkes-Barre, PA, Federal Wage System wage
area and reassign the county to the Harrisburg, PA, area
of application. This rule also moves Adams County and
Perry County, PA, from the Harrisburg survey area to the
Harrisburg area of application.

- The Office of Personnel Management is issuing a final
rule to abolish the Cook, IL, nonappropriated fund (NAF)
Federal Wage System wage area and add Cook County, IL, as
an area of application to the Lake, IL, NAF wage area for
pay-setting purposes.

- March 1, 1995:
Presidential Management Intern Program
- The Office of Personnel Management (OPM) is issuing
interim regulations governing selection and employment
procedures for Presidential Management Intern positions
as part of the implementation of Federal Personnel Manual
(FPM) sunset. The regulations incorporate certain
requirements that existed in the provisionally retained
FPM and were abolished on December 31, 1994.
