[Rules and Regulations] 5 CFR Part 792 -- Agency Use of Appropriated
Funds for Child Care Costs for Lower Income Employees: Technical amendment.
This document contains three technical amendments to the final
regulations that were originally published in the Federal Register
on Tuesday, March 14, 2000. The first technical amendment expands
the type of funds that can be used for assisting lower income Federal
employees with their costs of child care to include appropriated
funds used for expenses in addition to salaries. The second and
third amendments extend the legislation through the end of FY 2001.
These changes were enacted by Public Law 106-554, sec. 633 of the
Treasury and General Government Appropriations Act, 2001, and the

Loans: Final rulemaking.
The Office of Personnel Management (OPM) is issuing final regulations
to implement provisions authorizing Federal agencies to repay federally
insured student loans when necessary to recruit or retain highly
qualified professional, technical, or administrative personnel.

[Proposed Rules] 5 CFR Part 575 -- Recruitment and Relocation
Bonuses and Retention Allowances: Proposed rule with request for comments.
The Office of Personnel Management (OPM) is issuing proposed regulations
to provide agencies with greater flexibility to use recruitment
and relocation bonuses and retention allowances. These proposed
regulations would provide agencies with the flexibility to pay retention
allowances to employees who are likely to leave their positions
for other Federal employment under certain limited circumstances.
This proposal also would allow agencies to pay recruitment and relocation
bonuses and retention allowances to prevailing rate (wage) employees.

[Notices] Proposed Collection; Comment Request for
Expiring Information Collections: SF 2802 and SF 2802B: Notice.
In accordance with the Paperwork Reduction Act of 1995 (Pub. L.
104-13, May 22, 1995), this notice announces that the Office of
Personnel Management (OPM) intends to submit to the Office of Management
and Budget (OMB) a request for reclearance of an information collection,
the SF 2802, Application for Refund of Retirement Deductions (Civil
Service Retirement System) and SF 2802B, Current/Former Spouse's
Notification of Application for Refund of RetirementDeductions.
OPM must have the SF 2802 completed and signed before paying a refund
of retirement contributions from the Civil Service Retirement and
Disability Fund. SF 2802B must be completed in those instances where
there is a spouse or former spouse(s) who must be notified of the
employee's intent to take a refund from the Fund. For copies of

Review of a Revised Information Collection: Form RI 95-4: Notice.
In accordance with the Paperwork Reduction Act of 1995 (Pub. L.

and Budget a request for review of a revised information collection.
RI 95-4, Marital Information Required of Refund Applicants, is used
by OPM to pay refunds of retirement contributions when the information
is not included on the SF 3106, Application for Refund of Retirement
Deductions (FERS). To pay these benefits, all applicants for refund
must provide information to OPM about their marital status and whether
any spouse(s) or former spouse(s) have been informed of the proposed

[Rules and Regulations] 5 CFR Part 731 -- Suitability: Final rule,
extension of effective date.
The Office of Personnel Management (OPM) published a final rule
on personnel suitability on December 28, 2000 in the Federal Register
(65 FR 82239). Based on a memorandum received from the Assistant
to the President and Chief of Staff outlining the President's plan
for Regulatory Review, the implementation of these rules has been
extended to allow adequate review. The effective date for implementation
or these rules is being extended 60 days until March 30, 2001. FOR
