April 27, 1999: Federal Employees--Group Life Insurance Program: New Premiums; Interim Regulations

The Office of Personnel Management is issuing interim
regulations as a result of the Federal Employees Life Insurance
Improvement Act, enacted October 30, 1998, to expand the number of age
bands in the Federal Employees' Group Life Insurance (FEGLI) Program,
to implement new premium rates for all coverage categories, and to
change the current birthday rule effective date for Optional insurance
when an employee, annuitant, or compensationer moves from one premium-

The rates of basic pay and locality payments for certain
categories of Federal employees were adjusted in January 1999, as
authorized by the President. This notice documents those pay

Information Collection: RI 25-15

Announces that the Office of Personnel Management intends to submit to the Office of Management and Budget a request for review of a revised information collection. RI 25-15, Notice of Change In Student's Status, is used to collect sufficient information from adult children of deceased Federal employees or annuitants to assure that the child continues to be

April 23, 1999: Submission for OMB Review: Comment Request for Reclearance of Expiring Information Collections

The Office of Personnel Management published two notices regarding submission to the Office of Management and Budget of requests for clearance of information collections under the Paperwork Reduction Act of 1995, as follows:
- Standard Form 15, Application for 10-Point Veteran Preference. OPM
examining offices and agency appointing officials use the information
provided to adjudicate an individual's claim for veterans' preference

- SF 2817, Life Insurance Election, is used by employees to
enroll in or change their enrollment in the Federal Employees' Group

The Office of Personnel Management is issuing final regulations that cover service credit for reduction in force purposes.
These final regulations also cover access to reduction in force records

April 6, 1999: Federal Employees' Group Life Insurance Program: Court Orders; Interim Rule

The Office of Personnel Management is issuing interim
regulations to implement a new law which was enacted July 22, 1998.
This law requires that provisions of a court decree of divorce,
annulment, or legal separation, or the terms of a court order or court-
approved property settlement agreement relating to such a court decree
be followed instead of the otherwise existing statutory order of
precedence for payment of benefits under the Federal Employees' Group

April 2, 1999: Prevailing Rate Systems; Environmental Differential Pay for
Working at High Altitudes; Final Rule

The Office of Personnel Management is issuing a final
regulation to establish an 8 percent environmental differential pay
(EDP) category for Federal Wage System (FWS) employees who work at
land-based worksites located higher than 3900 meters (12,795 feet) in
altitude, provided such employees are required to commute to their
worksites on the same day from a substantially lower altitude under
circumstances in which the rapid change in altitude may result in

April 1, 1999: Federal Employees Health Benefits Program: Contributions and
Withholdings; Final Rule

The Office of Personnel Management is issuing final
regulations under the Federal Employees Health Benefits (FEHB) law that
specify procedures for OPM's annual determination of the weighted
average of subscription charges, for self only and for self and family
FEHB enrollments respectively. The determinations are a requirement
under recent amendments to the FEHB law that authorize a new method for
adjusting Government contributions toward health plan enrollment
