Carl O. Bauer, Director Carl Bauer is Director of the National Energy Technology Laboratory (NETL), a national laboratory, owned and operated by the U.S.  Department of Energy, that serves as the lead field laboratory for the Department’s Office of Fossil Energy.  Mr. Bauer oversees the implementation of major science and technology development programs to resolve the environmental, supply, and reliability constraints of producing and using fossil resources.  This includes technologies for—

• Advanced coal-fueled power generation and hydrogen production.
• Carbon sequestration.
• Environmental control for the existing fleet of coal-fired power plants.
• Improving the efficiency and environmental quality of domestic oil and natural gas exploration,
  production, and processing.

Ralph C. Carabetta, Deputy Director
As Deputy Director, Dr. Ralph Carabetta supervises day-to-day operations of the Laboratory; oversees execution of Fossil Energy's coal, oil, and natural gas programs; and establishes program planning, strategy, and budget. With the DOE since 1978, Dr. Carabetta previously served as Director of the Strategic Center for Coal, where he directed efforts in developing and managing a balanced research, development, demonstration, and deployment program related to coal, sequestration, hydrogen, and power technologies. Dr. Carabetta also served as Associate Director for Project Management at the former Pittsburgh Energy Technology Center, where he managed development of advanced methods for utilizing coal to produce electric power, fuels, and chemicals. He also directed DOE programs involving coal combustion, magnetohydrodynamics, and coal-fired electric power generation systems and onsite coal combustion research. Dr. Carabetta completed his PhD at Penn State in 1965 after receiving a bachelor's degree in 1960.

Thomas M. Torkos, Chief Operating Officer
Mr. Torkos has been with the Department of Energy for almost 30 years. He earned a BS in Chemical Engineering from the Pennsylvania State University and an MBA from the University of Pittsburgh.

Joseph P. Strakey, Jr., Chief Technology Officer
During his 34 years of government service, Dr. Strakey has managed a number of national RD&D programs, including major demonstrations within the Clean Coal Technology program. He has also held several senior management positions at NETL and its predecessor organizations.

Thomas A. Russial, Chief Counsel
Tom Russial has been with NETL's Office of Counsel since 1987, assuming the position of Chief Counsel in 2002. Prior to joining the Department of Energy, Mr. Russial worked as a civilian attorney at the Naval Weapons Center in China Lake California. Mr. Russial received his law degree in 1983 from the University of Pittsburgh School of Law and a BS from the University of Pittsburgh in 1980.

David J. Anna, Director, Office of Communications
David Anna manages a staff of communications professionals charged with helping others understand NETL's mission, its achievements, and its people through timely and accurate communication of information about projects and results. Mr. Anna began his career in the fields of finance, accounting and auditing, working for Arthur Andersen and Company, the U.S. Department of Defense, the Department of the Navy, and the Department of Interior before joining NETL's Budget and Financial Management Division in 1991. In 1998 Mr. Anna moved to NETL's Public Affairs Office, where he served as Media Relations Manager and Communications Team Leader before assuming directorship of the office in 2003. Mr. Anna holds a BS in accounting from Saint Francis University.

Scott M. Klara, Director, Strategic Center for Coal
Mr. Klara is currently the Director for the Strategic Center for Coal at the National Energy Technology Laboratory.  He is responsible for overseeing the Department of Energy’s $690 million per year Clean Coal Research Program that consists of several hundred projects involving technology areas in carbon capture & storage, coal gasification, fuel cells, advanced turbines, and coal to liquid/gaseous fuels.  Mr. Klara is also responsible for managing the Fossil Energy provisions of the American Recovery and Reinvestment Act that provides $3.4 billion for Fossil Energy R&D.  He has over twenty years of diversified engineering and management experience that spans a broad spectrum of technology areas including: electric power generation; advanced separation processes; process control; coal conversion processes; and simulation/systems analysis.  He holds advanced degrees in chemical engineering and petroleum engineering, and is a certified professional engineer in the states of Pennsylvania and West Virginia.

John R. Duda, Director, Strategic Center for Natural Gas and Oil
John R. Duda directs NETL's R&D activities aimed at providing national and economic security to the United States through reliable, clean, and affordable supplies of oil and natural gas. This includes a broad range of technology initiatives in the areas of Oil and Natural Gas Exploration and Production, Oil and Natural Gas Environmental Solutions, and Methane Hydrates.

Charles M. Zeh, Director, Project Management Center
Chuck Zeh serves as the Director of the Project Management Center, managing NETL's non-fossil energy work. In this role he is responsible for management and oversight of projects for DOE Office of Energy Efficiency and Renewable Energy (EERE), Office of Electricity Delivery and Energy Reliability (OE), Office of Engineering and Construction Management (OECM), and Department of Homeland Security (DHS). Over his 25 year career Mr. Zeh has held numerous management positions for research, development and commercialization of new and emerging technologies at NETL. He has supervised and been responsible for developing technology for vehicles, buildings, gas turbines, fuel cells, reciprocating engines, and environmental restoration. Mr. Zeh holds a B.S. degree in Chemical Engineering from the State University of New York at Buffalo.

Anthony V. Cugini, Director, Office of Research and Development
Anthony Cugini serves as director of the Office of Research and Development, which comprises the onsite research personnel and laboratories in Morgantown, West Virginia, Pittsburgh, Pennsylvania, and Albany, Oregon. Prior to being named director of ORD, Dr. Cugini served as Focus Area Leader of NETL's Computational and Basic Sciences Focus Area. During his tenure as Focus Area Leader, NETL strengthened its position in computational research ranging from computational chemistry through larger-scale process modeling. Before coming to NETL in 1987 Dr. Cugini worked at Procter and Gamble and Gulf Research. At NETL he has primarily served in the Office of Research and Development. Dr. Cugini has had a range of research interests over a wide cross section of energy and environmental technologies, including the kinetics of exothermic reactions, catalyst development, advanced carbon synthesis, hydrogen production and separation, gas hydrates, CO₂ sequestration and computational modeling. Among his publications are included the topics of robotics technology, decontamination of military aircraft surfaces using novel polymeric materials, CO₂ sequestration technologies, novel catalysts, the effect of catalyst physical properties on activity, hydrogen separation and modeling, advanced carbon production, and computational modeling. Dr. Cugini received B.S., M.S. and Ph.D. degrees in Chemical Engineering from the University of Pittsburgh.

Thomas Wilson, Jr., Director, Office of Institutional & Business Operations
Mr. Wilson heads institutional functions that support operations at all five NETL sites/offices - Pittsburgh, PA; Morgantown, WV; Tulsa, OK; Fairbanks, AK; and Albany, OR. Mr. Wilson plans, directs, and supervises staff that provides complete administrative and technical support for NETL day-to-day operations. He coordinates administrative, operational, and construction activities, including site management and the administration of NETL's site support contracts.
