Army Installation Sustainability Planning Guide
This document provides detailed information and lessons learned to facilitate installation sustainability planning.
The guide was written primarily by Army staff who have been working to create sustainable installations. Its primary intended audience is individuals who are tasked to participate in strategic planning designed to build a sustainable Army installation. The guide’s hotlinks provide unpublished materials that have been created by installations and other entities.

The guide is organized in seven chapters that follow the Army strategic planning process—from pre-planning through plan implementation and tracking. Introduction (8.85 MB ZIP)
In September 04, a group of strategic planners and environmental staff from HQDA and several installations met at Fort Myer to institutionalize an installation strategic planning process for IMA installations. The strategic planning process that resulted incorporates lessons learned and experience gained from sustainability planning at 6 pilot installations. This guide follows the official IMA strategic planning model and supplements the official guidance with “how to” and “lessons learned” information from installation experience.

Provides sustainability planning team members an introduction to sustainability, explains the Army’s interest, and outlines the steps to prepare for the challenging process of organizational change.
Chapter 2: Engaging the Right Players (673 KB ZIP)
Provides insight on the roles of the critical players, and how to craft messages for each group.
Chapter 3: Creating Awareness (8.07 MB ZIP)
Describes the workshop process for educating the teams, and helping them build consensus about the specific issues facing the installation.

Describes the content of the baseline and the process for finalizing it in the Baseline Workshop.

Describes the fourth (and last) facilitated workshop in which the core teams develop a functional implementation plan. Describes how to create effective evaluation and feedback loops.

Describes how to continuously engage installation leadership and players to execute the plan; and presents options for resourcing the plan.
