BIOENERGY PROGRAM FOR ADVANCED BIOFUELS
PAYMENTS TO ADVANCED BIOFUEL PRODUCERS
The purpose of this section is to support and ensure an expanding production of Advanced Biofuels by providing payments to Eligible Advanced Biofuel Producers in rural areas.
Payments will be made to eligible Advanced Biofuel Producers for the production of fuel derived from renewable biomass, other than corn kernel starch, to include:
- Biofuel derived from cellulose, hemicellulose, or lignin;
- Biofuel derived from sugar and starch (other than Ethanol derived from corn kernel starch);
- biofuel derived from waste material, including crop residue, other vegetative waste material, animal waste, food waste and yard waste;
- diesel-equivalent fuel derived from Renewable Biomass, including vegetable oil and animal fat;
- biogas (including landfill gas and sewage waste treatment gas) produced through the conversion of organic matter from Renewable Biomass;
- butanol or other alcohols produced through the conversion of organic matter from Renewable Biomass; and
- other fuel derived from cellulosic biomass.
Uses and Use Restrictions:
The Agency will establish payment rates for both base and incremental production of Eligible Advance Biofuel. The amount of each payment will depend on the number of producers participating in the program, the amount of advanced biofuels being produced, and the amount of funds available. Not more than five percent of the funds shall be made available to eligible producers with a refining capacity exceeding 150,000,000 gallons of Advanced Biofuel per year. Mandatory funding is available through FY 2012.
Deadlines:
To receive a payment in Fiscal Year 2009, applications must be completed and submitted to the appropriate USDA Rural Development State Office by August 11, 2009.
