NIMS establishes standardized incident management processes, protocols, and procedures that all federal, state, tribal and local responders will use to coordinate and conduct response actions. details here Report Finds Economic Crisis Is Hurting U.S. Preparedness for Health Emergencies(12/09/08) Trust for America’s Health (TFAH) and the Robert Wood Johnson Foundation (RWJF) have released the sixth annual Ready or Not? Protecting the Public’s Health from Disease, Disasters, and Bioterrorism report, which finds that progress made to better protect the country from disease outbreaks, natural disasters, and bioterrorism is now at risk, due to budget cuts and the economic crisis. In addition, the report concludes that major gaps remain in many critical areas of preparedness, including surge capacity, rapid disease detection, and food safety. In addition to assessing state and federal progress on indicators of emergency preparedness, the report offers specific recommendations to Congress, including restoring funding for health emergency preparedness, incorporating preparedness into healthcare reform, and enhancing research and development of technology and countermeasures. news release | report

EMS News & ResourcesHHS Releases Report on the State of U.S. Preparedness for Influenza Pandemic(01/16/09) U.S. states and territories have made progress toward planning for an influenza pandemic, but major gaps remain, according to "Assessment of States' Operating Plans to Combat Pandemic Influenza," a federal report released today by the U.S. Dept. of Health & Human Services (HHS). State operating plans scored best in protecting citizens. The plans showed no or few major gaps in addressing mass vaccination operations during each phase of pandemic, ensuring surveillance and laboratory capability during each phase of a pandemic, in acquiring and distributing medical countermeasures and in ensuring communication capability. All state plans did not address or showed major gaps sustaining operations of state agencies, and supporting and protecting state government workers so that the state government could continue to function during an influenza pandemic. read report NASEMSO Releases Issue Brief on the Need for Shared State and Federal Regulation of Air Medical Services(01/12/09) The NASEMSO Executive Committee has released an issue brief on the need for shared state and and federal regulation of air medical services. The Association believes that clearly defined areas of federal and state responsibilities can be delineated in order to ensure effective oversight of air and medical operations of AMS services. An unprecedented growth in the number of emergency medical aircraft has resulted from increases in reimbursement, not from proven medical necessity. Uncontrolled insertion of new AMS providers in an EMS system has been disruptive to states attempting to provide effective EMS system response and patient care. The federal government and the states should coordinate their oversight of AMS operations in a manner that will ensure effective AMS use in state EMS and health care systems and appropriate use in meeting patient care needs.
