The office of Human Resources provides leadership, policies, programs, services, and systems necessary to be responsive to the USPTO workforce human resources needs. This includes planning and designing innovative strategies; implementing a broad range of initiatives related to workforce planning; recruitment and employment; administration of performance, awards, and other incentives; administration of leave and hours of work; administration of payroll support and time-and-attendance controls; tracking and addressing employee benefits and morale issues; managing labor relations; administering workers' and unemployment compensation; addressing training needs; and assessing and planning for human capital and other programs that promote effective human capital management.
