Salaries for Program Manager positions are commensurate with experience.

Intergovernmental Personnel Act (IPA)

Assignments from institutions of higher education and other eligible organizations are intended to facilitate cooperation between the Federal Government and the not-for-profit, non-Federal entity through the temporary detail of skilled personnel. DARPA may hire qualified personnel from these organizations for a limited period without loss of employee rights and benefits. Assignments generally range from one year to a maximum of four years.
