Tables of ABAWD Waivers.  Able-Bodied Adults Without Dependents can only get SNAP benefits for 3 months in any 3-year period, unless they are working at least 20 hours a week, or fulfilling certain other criteria.  State agencies may request waivers of this requirement for areas with high unemployment or insufficient jobs for local workers.  Waiver Requests - Section 824 of PRWORA (ABAWDS) (.pdf file)

Full Field Name

Content of the Field

SERIAL

Serial Number

This field identifies the waiver.  The first three numerals, specifically the first and third numerals  identify the fiscal year in which the waiver was originally requested, for example, 200 is FY 2000; 205, is FY 2005, 206 is FY 2006, etc.

PRISEC

Primary regulatory section

This is the citation of the CFR regulatory section affected by the waiver.  

SECSEC

Secondary regulatory section

Other regulatory provision affected by the waiver

STATE

State

Self-explanatory

REGION

Region

FNS region in which the State is located.

ACTDATE

Action Date

Date of the waiver approval or denial

LASTACTDTE

Last Action Date

Date of most recent prior action on the waiver.

IMPLEMENTDATE

Implementation Date

The date of that State agency intends to implement the waiver.  Unless a State is requesting retroactive implantation or intends to implement a waiver more than 30 days following the approval date, this field will normally be blank.  Because this field was recently added to the database, it is also be blank for all waivers that were added to the database prior to the last quarter of calendar year 2006.

APPOFF

Approving Office

Refers to the office responsible for approving the waiver.  Abbreviations include NO (National Office); RO (generic reference to Regional Office approval) or the specific two letter abbreviation for the Regional Office that handled the waiver.

TYPE

Type

Refers to whether the waiver request was for an initial (I) waiver or an extension (E) of a preexisting waiver.

ACTION

Action

Refers to the action on the waiver.  The alternatives are (A) Approved as requested;  (C) Approved subject to conditions or modifications ; (D) Denied or R (Rescinded).

STATUS

Status

Indicates whether a waiver in the database is currently in effect.  Abbreviations for this field are CUR (the waiver is currently in effect; DEN (the waiver was denied); EXP (the waiver has expired) RES (rescinded, either by the State or FNS); and OBS (obsolete, no longer necessary due to a statutory or regulatory change).
