Dear Mr. Chairman:
On December 4, 2006, the Department of Energy (DOE) provided a report on Commitment 3.11 as required by DOE Implementation Plan (IP), Revision 4, June 2006, for Recommendation 2001-1, High-Level Waste Management at the Savannah River Site. At that time, Environment Management (EM) committed to provide the Defense Nuclear Facility Safety Board (Board) a copy of the Savannah River Site Waste Disposition System Plan upon its expected completion in June 2007.
As requested in your correspondence dated February 1, 2007, this letter is to advise the Board of a delay in the issuance of the System Plan beyond the expected date of June 2007, about which EM initially notified the Board in our April 24, 2007, letter. Due to uncertainties posed by ongoing litigation, DOE has been delayed in developing a full Plan. The waste is in a safe configuration in the underground tanks and is being managed within constraints of the existing permits. EM will provide the Plan to the Board within 45 days.
