توسعه حکومت و امنیت در افغانستان
طالبان، تهدید اولیه شورش افغانستان، بیشتر در استان های جنوبی و شرقی کشور فعالیت داشته اند. در حالی که در بیشتر مناطق بدون حامی باقی مانده است، کانون های کوچک افراطیون متعصب، به سختی خواستار نظارت و تضعیف حکومت می باشند از آن جا که ناتو نیروی کمک امنیت بین المللی ایساف (ISAF)، سال گذشته عملیات را تا مناطق بلامنازع پیشین توسعه داد، حملات شورشی به حداکثر سطح خودشان از زمان سقوط طالبان در سال 2001 رسیدند. خشونت بالا گرفته بود، هرچند در اکتبر وضعیت ثابتی داشت و در طول بیشتر زمستان پائین تر از آن باقی ماند.
توسعه حکومت، تأسیسات نظامی و اقتصادی افغانی نیازمند تلاشی دلسوزانه می باشد. جاده ها و برق در اولویت قرار دارند، و در پی آن، توسعه کشاورزی، وام های کم بهره ، مهارت های شغلی و آموزش و پرورش قرار می گیرند. ایساف با ساختن مدرسه ها و مهیا کردن آنها به وسیله تشویق و انگیزه سازی رشد کارهای کوچک فعالانه پیشگامی در این حوزه ها را دنبال می کند.
تا زمانی که در آنجا نهادهای دولتی دوام پذیر و جایگزینی قابل قبول برای کشت خشخاش افغانی به وجود آید. قاچاق تریاک قسمت عمده آینده این کشور را تشکیل خواهد داد. در این فاصله، فرماندهی مرکزی از حکومت ایالات متحده و انگلستان در رهبری فعالیت های مبارزه با مواد مخدر کشور پشتیبانی می کند. این تلاش ها، ساخت زیربنایی، آموزش قوای مرزی و واحد مبارزه با مواد مخدر پلیس ملی (CNPA) و توسعه قدرت هوایی مبارزه با مواد مخدر پلیس بین المللی را دربر می گیرد.
علاوه بر فعالیت های نوسازی و توسعه، تلاش ها بر ارتش ملی افغانی متمرکز شده است. اکنون بر حسب پنجاه درصد از قدرت مطلوب پایانی، 35000 سرباز از سطح بالایی از حمایت از مردم برخوردار هستند و دائماً در حال افزایش صلاحیت، اثربخشی و ویژگی های شغلی می باشند. با وجود پیشرفت در به خدمت گیری پلیس ملی افغان و گشت مرزی که در حال حاضر از 46000 مأمور پلیس تشکیل شده است، این نیروها هنوز چندین قدم با ارتش شدن فاصله دارند. چنانکه نیروهای امنیتی افغان مستعد امنیت مقاوم و توسعه قوا بشوند، ما مسئولیت ها را به آنها واگذار کرده و به یک رابطه امنیت بلندمدت منقل خواهیم کرد.
علیرغم پیشرفت های مثبت در نیروهای ملی امنیتی افغان، امنیت بلند مدت ملزوم شکست موثر عملیات افراطی میان مرزی می باشد همکاری ضروری امنیت با پاکستان در حال توسعه است و البته نیازمند توسعه بیشتر می باشد. مادامی که موضوعات امنیت مرزی و پناهگاه نظامی مسائل دشواری هستند، همکاری در سطوح تاکتیکی هم در دو کشور و هم با ایساف افزایش می یابد. این موضوع باید بیشتر به اقدامات ایجاد اطمینان و تلاش های مشترک مصممانه منتهی شود. همکاری سه جانبه میان ایساف ، پاکستان و افغانستان برای بهبود حکومت، قانون و تجارت در خط های مرزی همچنین می تواند به حذف مخفی گاه های افراطیون کمک کند. ضمناً، ایساف ابتکار عمل خود را در پاکسازی و جداسازی مخفی گاه های دشمن تا پایان پائیز در مکان هایی مانند استان هلمند حفظ می کند. عملیات در حال انجام یعنی مدوسا و آشیل، نیروهای ایساف یک برخورد چند جانبه را برای پاکسازی، جلوگیری و سازماندهی به عهده گرفته است. مادامی که آنها در پی پیشبرد پروژه های مناطق اطراف هستند، چندین رهبر هسته اصلی طالبان را دستگیر و زندانی و خطوط ارتباطیشان را قطع کرده اند. این نه تنها مردم را در این حوزه ها ترغیب می کند تا شورشیان را نپذیرند، بلکه به وضوح مغایرت میان واقعیت تلخ قانون طالبان و سلامت و شکوفایی حوزه کنترل شده دولت را نمایان می سازد.

Apache engages insurgents
AH-64 Apache helicopter engaging and killing insurgents. The Apache was responding to the insurgents' complex attack on a small patrol base. Scenes include 14 insurgents carrying various weapons, a pilot of the Apache AH64 helicopter is heard verbally checking to make sure the militants are far enough away from any qalats, or Afghan homes, so that shooting the militants will not endanger any civilians and the Apache engaging the insurgents from the air while U.S. troops continue fighting the insurgents on the ground.

Afghan Grenade Attack
Insurgents in Asadabad throw grenade into crowd Several Afghan civilians were wounded and another reportedly killed in an attack in Kunar province that also wounded 3 U.S. servicemembers. The attack occurred at approximately 9:15 a.m. local time, June 9. Coalition forces were attempting to free a vehicle that had become stuck when they were attacked with small arms fire. An unknown person from a nearby building threw a grenade, which caused the death and injuries. U.S. troops treated the wounded Afghan civilians and medically evacuated five of the injured to nearby military and civilian hospitals. It was the second attack by insurgents on civilians in Asadabad in recent weeks.

Fallen Americans honored
Three U.S. soldiers who lost their lives were honored recently by the Romanian military. Lt. Gen. Teodor Frunzeti, PhD, Chief of Staff of Romanian Land Forces (ROULF) awarded post mortem, in a ceremony held on Jan. 16 at ROULF HQ in Bucharest, three U.S. Army soldiers who lost their lives in Afghanistan. Chief of Staff of ROULF conferred the Emblem of Honor of Land Forces to Maj. Brian Michael Mescall, and the Emblem of Merit “In Service of Peace” 3rd Class to Sgt. Jason Ray Parsons and Cpl. Joseph Michael Hernandez, “in appreciation to the esprit de corps, courage and priceless supreme sacrifice proven and dedicated together with the Romanian Land Forces’ comrades in arms in the war against terror in Afghanistan.” The three awarded soldiers were killed in an incident on Jan. 9, 2009, when ROULF Lt. Col. Augustin Nicuşor Pegulescu was injured. “By conferring these awards, we want to express our deep respect and consideration for the supreme sacrifice made by the three soldiers in the name of freedom. As American and Romanian soldiers of Land Forces train and fight together, we also honor our heroes together,” said Lt. Gen. Frunzeti. The awards were handed over to Ms. Jeri Guthrie-Corn, the Chargé d'Affaires of the U.S. Embassy in Bucharest, to be sent to the families. The ceremony was also attended by Col. Kevin Leek, Chief, Office of Defense Cooperation, Lt. Col Taft Blackburn, Defense Attaché for Army, and other ROULF generals and officers. Lt. Col. Augustin Nicuşor Pegulescu is currently listed as stable, being treated at the U.S. military hospital in Ramstein, Germany.
