Fiscal Year 2007 - Outreach Grants
Summary of Funded Projects

The following organizations received outreach grants from the Food and Nutrition Service in fiscal year 2007. A brief summary of each grant project is provided.

  Arizona Community Action Association (ACAA), $74,937, 2-year Project

Location: Phoenix, Arizona
Target Area: Maricopa County, Arizona
Target Population: Working Poor, Seniors, Immigrants (Hispanic)

Project Summary: ACAA will set up a network of 11 community and faith-based organizations. It will use a train the trainer model to teach staff and volunteers of the network members to conduct pre-screening and application assistance. Radio advertising will promote food stamp outreach mini-fairs at community sites, including retailers.

  Asian American Civic Association, Inc. (AACA), $49,966, 1-year Project

Location: Boston, Massachusetts
Target Area: Boston, Cambridge, Malden, Quincy, and Somerville, Massachusetts
Target Population: Chinese, Vietnamese, and Cambodian Immigrants

Project Summary: AACA will host workshops about the FSP in order to educate clients on site at their offices and at partners including community-based organizations and a community health center. Lessons about FSP will also be incorporated into ESL classes. Pre-screening will be offered and information will be disseminated at community venues. AACA will also participate in community events.

  Capital Area Community Action Agency, Inc. (CACAA), $72,127, 1-year Project

Location: Tallahassee, Florida
Target Area: Calhoun, Franklin, Jefferson, Gadsden, Gulf, Leon, and Liberty Counties, Florida
Target Population: Working Poor, Seniors, Immigrants (Hispanic)

Project Summary: CACAA will establish collaborative partnerships with community agencies to distribute materials and raise awareness. In addition, CACAA will offer pre-screening and application assistance on site. Earned media will help extend the messages.

  Caritas of Waco, $73,344, 18-month Project

Location: Waco, Texas
Target Area: McLennan, Falls, Bosque, Hill, Freestone, Limestone Counties, Texas
Target Population: Working Poor, Seniors

Project Summary: Through partnerships with food pantries, senior centers, social service agencies, churches, and extension offices, a food stamp outreach program will be implemented in a six county area. Community events will be held and staff and volunteers from partner agencies will be trained to pre-screen and provide application assistance.

  Center for Pan Asian Community Services, Inc. (CPACS), $73,992, 1-year Project

Location: Doraville, Georgia
Target Area: Metropolitan Atlanta including DeKalb, Gwinnett, Fulton, Cobb and Clayton Counties, Georgia
Target Population: Korean, Chinese, Vietnamese, and Lao Immigrants

Project Summary: Through this unique model, bilingual (Vietnamese, Korean, and Chinese) community health advocates will go into the community to conduct outreach through distribution of information. Pre-screening will be offered on site at CPACS and at community sites such as Asian senior centers, churches, and at community events.

  Community Partners, Inc., $75,000, 1-year Project

Location: Amherst, Massachusetts
Target Area: Berkshire, Franklin, and Hampshire Counties, Massachusetts
Target Population: Working Poor, Seniors, Immigrants (Hispanic, Southeast Asian, Eastern European)

Project Summary: Through this unique model in a rural area, bilingual outreach workers from three community health centers will use laptops to assist residents to apply for food stamps using an online application at people's homes and community locations. Health centers will also disseminate information.

  Future Foundation, $75,000, 1-year Project

Location: East Point, Georgia
Target Area: East Point, Georgia
Target Population: Working Poor, Seniors

Project Summary: A community outreach and education strategy will include targeted outreach in the form of materials distribution and participation in community events, such as health fairs. Pre-screening, application assistance and follow up will be provided. Earned media and FNS public service announcements will be used to raise community awareness.

  Health Masters Club, $54,660, 1-year Project

Location: Orlando, Florida
Target Area: Orange County, Florida
Target Population: Seniors, Immigrants (Hispanic)

Project Summary: Through this new model, a specially equipped van will travel to low income neighborhoods in ten selected zip codes stopping a designated community locations to offer pre-screening. Flyers distributed several days before the van's scheduled arrival will raise awareness of the services. The van's outreach worker will also distribute information.

  Hunger Action Network of New York State, $75,000, 15-month Project

Location: New York, New York
Target Area: Hudson Valley Region of New York State including Dutchess, Putnam, Ulster, Rockland, Sullivan, and Westchester Counties
Target Population: Working Poor, Seniors, Immigrants (Hispanic, Chinese, Russian)

Project Summary: Hunger Action Network will use an existing help line to pre-screen callers via phone. The help line will be promoted through community newspaper ads and by partners. Results of a mapping project illustrating community demographics against emergency food locations and locations of free Internet access will be used to train partners to promote and facilitate online pre-screening.

  Jeffco Action Center, $71,709, 2-year Project

Location: Lakewood, Colorado
Target Area: Jefferson County, Colorado
Target Population: Working Poor, Seniors, Homeless

Project Summary: Food stamp outreach will be incorporated into the Center services. Pre-screening, application assistance and follow up will be provided. Information dissemination will also take place. Numerous partners including health providers, local churches, and low income and senior housing units will help extend the reach of the project.

  Little Dixie Community Action Agency, Inc., $69,653, 1-year Project\

Location: Hugo, Oklahoma
Target Area: Choctaw, Pushmataha, and McCurtain Counties, Oklahoma
Target Population: Working Poor, Seniors

Project Summary: Staff will pre-screen and provide application assistance to clients on site and at community locations in rural areas as well as attend community events. Food stamp outreach will be incorporated into the agency's intake process. Advertisements in community papers and on radio will help raise awareness.

  TEARS, Inc., $75,000, 1-year Project

Location: Phenix City, AL
Target Area: Phenix City, Russell County, Alabama
Target Population: Working Poor, Seniors

Project Summary: TEARS will distribute information and attend community events, make one-on-one presentations to residents of low income neighborhoods as well as offer pre-screening and application assistance. Through partnerships with two school districts, TEARS will distribute information to low-income parents.

  Toledo Area Ministries, $73,809, 1-year Project

Location: Toledo, Ohio
Target Area: Lucas County, Ohio
Target Population: Working Poor, Seniors

Project Summary: Volunteers from member churches and other organizations will be trained to pre-screen and provide application assistance. Pre-screening will be offered at senior centers, faith-based food pantries, local churches and employers of low wage workers.

  Vietnamese Social Services of Minnesota, $75,000, 2-year Project

Location: St. Paul, Minnesota
Target Area: Ramsey and Hennepin Counties, Minnesota
Target Population: Vietnamese, Karen, and Somali Immigrants

Project Summary: This project will increase awareness of the FSP among Vietnamese, Karen, and Somali populations through dissemination of linguistically appropriate materials through community events, radio programs, and ethnic newspapers. Pre-screening and application assistance will also be provided. Staff will be bilingual and bicultural.
