 -   Announcing the New Performance Management Guidebook and Powerpoint Presentation
Between May and August 2006, HUD's Office of Community Planning and Development conducted fifteen training sessions to provide guidance on the implementation of the CPD Performance Measurement system. More than 3100 persons, representing CPD formula fund grantees nationwide attended these sessions. The guidebook and power point slides that were originally developed for these training sessions have been updated and clarified as the result of comments and questions received. The final guidebook and slides are now available and should be used replace the earlier versions.

 -   Announcing the new Relocation and Real Property Acquisition chapter of the CPD Monitoring Handbook.
The CPD Monitoring Handbook has been amended to add this new resource for monitoring projects which involve relocation or the acquisition of real property. The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA) was revised, and a final rule was published on January 4, 2005. As a result of the publication of this final rule, conforming changes to HUD's acquisition and relocation monitoring guidance were made. This guidance for conducting monitoring of relocation assistance and real property acquisition for Community Planning and Development programs and projects is incorporated into this new Chapter 25 of CPD Monitoring Handbook 6509.2 REV 5 and supersedes Handbook 1374 (Tenant Assistance, Relocation and Real Property Acquisition -- HUD CPD Staff Responsibilities).

Federal Property Information Checklist

Under the auspices of the McKinney Act, HUD must canvass federal landholding agencies on a quarterly basis to collect information about properties that have one of the following classifications in surveys conducted by the agencies: Unutilized, Underutilized, Excess, Surplus, and Availability. HUD determines which properties are suitable for the homeless and then asks the agencies to identify whether the suitable properties are available or unavailable. An agency can determine that a suitable property is unavailable by showing a compelling federal need.

Following the culmination of two years of cooperative work between national community development interest groups, the Office of Management and Budget, and HUD, the Department is pleased to provide the Notice on the Outcome Performance Measurement System for Community Planning and Development's Formula Grant Programs. This notice went on public display on March 3, 2006 and is scheduled to be published in the "Federal Register" on March 7, 2006. The notice describes the performance measurement system and how the system will be implemented. This system will allow HUD, based on grantee input, to describe the outcomes produced nationally by approximately $7 billion of CDBG, HOME, HOPWA and ESG formula grant funds.
